SALARY RANGE: $110,500.00 - $130,000.00
DISTINGUISHING FEATURES OF THE CLASS: The work involves planning, directing and managing the delivery of the art, quality patient care for Ambulatory Services at the Erie County Medical Center Corporation. This is an administrative position responsible for providing policy and management decisions and recommendations for all ambulatory services. The incumbent works with program staff in the development of new services and the marketing and promotions of services to the public. The incumbent works cooperatively with hospital and clinic staff regarding day-to-day management of ambulatory clinics. Work is performed under the general direction of the Senior Vice President of Operations with leeway for the exercise of independent judgment. Supervision is exercised over lover level administrative, technical and clerical staff. Does related work as required.
TYPICAL WORK ACTIVITIES:
Directs and coordinates the activities and functions of Ambulatory Services;
Develops programs goals and objectives and establishes and implements policies and procedures for department operation;
Recommends and develops new services and programs;
Recommends changes for improvement in program contents and in short/long range planning in order to maintain competitiveness in the health care market;
Ensures compliance with the standards and policies of the Ambulatory Services Department, Erie County Medical Center and all regulatory agencies, including the New York State Department of Health and the Joint Commission;
Monitors the financial performance of Ambulatory Services including identifying cost, revenue and profit, evaluating charge structures, determining payor mix, and developing strategic plans to improve performance and ensure continued growth of services;
Ensures standardized and accurate billing systems are in place;
Develops budget for the unit, allocates funds within budget limit to accomplish objectives and monitors variance against budget on an ongoing basis;
Develops and determines policies and monitors status of special projects on an ongoing basis;
Prepares project plans, including inventory, scheduling, costs, personnel matters and other operational concerns;
Identifies patient/client needs and develops quality programs to meet those needs;
Ensures delivery of quality services for inpatient/outpatients;
Manages employees by establishing annual performance goals, allocating resources, assessing annual performance, and determining individual merit, incentive and/or promotional increases;
Provides and maintains effective communications with medical and licensed staff the community and all levels of supervision and staff;
Interacts with clinical directors and members of the medical/dental staff to manage clinical quality, contracts and teaching;
Responds to problems by identifying and implementing appropriate corrective actions;
Participates in administrative staff meetings and attends other meetings as required;
Maintains professional growth and development through seminars, workshops and professional affiliations to keep abreast of trends in field of expertise;
Develops relationships with community agencies, groups, or professional affiliations as appropriate.
FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS: Thorough knowledge of modern principles and practices of ambulatory services and hospital administration; Good knowledge of institutional business and personnel practices; Good knowledge of rules and regulations in regards to ambulatory services; Good knowledge of organization and management techniques; Ability to plan and evaluate programs and to prepare accurate concise reports; Ability to develop marketing and promotional programs for ambulatory services; Ability to supervise the work of others; Ability to communicate effectively, both in writing and orally; Ability to establish and maintain effective working relationships with a diverse constituency; Analytical and fiscal abilities to administer complex budgets; Sound professional judgment in solving administrative problems; Leadership; Initiative; Resourcefulness; Physically capable of performing the essential functions of the position with or without reasonable accommodation.
MINIMUM QUALIFICATIONS:
- Possession of a Master's Degree* in Business or Health Administration and three (3) years of administrative or supervisory experience in healthcare administration, of which two (2) years were in an ambulatory or outpatient services setting; or:
- Possession of a Bachelor's Degree* in Business or Health Administration and five (5) years of administrative or supervisory experience in healthcare administration, of which two (2) years were in an ambulatory or outpatient services setting; or:
- An equivalent combination of training and experience as defined by the limits of (A), and (B).
NOTE 1*: Your degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education. NOTE 2: Ambulatory Services is defined, for qualifying purposes, as medical care in which patients are admitted, treated and discharged all on an outpatient basis. Examples include outpatient community-based practices, hospital clinics, outpatient dialysis, emergency room, outpatient rehabilitation services, infusion, dentistry and ambulatory surgery centers.
NOTE 3: Verifiable part-time and/or volunteer experience will be pro-rated toward meeting full-time experience requirements.
