Position Summary:

The Director of Workforce Development addresses the critical need to help ensure that behavioral health professionals have the resources they need to enter and be retained in the field.

The director is the lead staff of Philadelphia Connections, a program designed to improve outcomes in the Philadelphia behavioral health system by improving the educational experience for social workers, counselors, psychologists, psychiatrists, and other behavioral health professionals. This includes elevating the internships, fellowships, and classroom work of students through the Enhanced Placement Program and developing new workforce initiatives to address the behavioral health workforce crisis. The director will be expected to grow this program, oversee current workforce projects and creating new ones aimed at recruitment, retention, pipeline building, and career support for the Philadelphia and statewide behavioral health workforce.

Duties and Responsibilities:

  • The director will develop and maintain a working knowledge and relationship with DBHIDS, be a part of committees that deal with academia/workforce development and provide guidance and leadership on academic/workforce issues, such as internships, fellowships, specialized training, collaborations, and other workforce needs.
  • The director will develop and implement collaborative strategies to address behavioral health workforce issues in Philadelphia and throughout the Commonwealth, working with key stakeholders and taking an active leadership role in moving those initiatives forward.
  • The director will maintain strong working relationships with the schools of social work, psychology, and counseling, especially school field placement officers. This includes an awareness of the school’s programs and their relationship with the DBHIDS and assisting in developing those relationships when possible.
  • The director will oversee the Enhanced Placement educational series, which provides programming for graduate students completing fieldwork within the public behavioral health system.
  • The director will actively cultivate and maintain key relationships with those who may provide important insight, direction, or leadership on projects that will address workforce needs within the city or throughout the Commonwealth. Including state-wide associations such as the NASW-PA or other professional trade organizations.
  • The director will develop and implement support and resource groups for students and early career behavioral health professionals as the need arises.
  • The director will develop and maintain relationships and or programming that will allow for the allocation of continuing education credits for the behavioral health workforce.
  • The director will maintain an awareness of other workforce initiatives within Philadelphia and across the Commonwealth.
  • The director will oversee the Philadelphia Connections website and social media campaign and other communications in order to market and promote the program and other relevant initiatives.
  • The director will work collaboratively with the other FTAC programs and their staff to develop projects that promote the needs of families within the behavioral health system.
  • The director will support the efforts of Collation for the CommonHealth and workforce initiatives by the Pennsylvania Psychiatric Leadership Council (PPLC).

Skills Required:

  • Excellent writing, public speaking skills, and group/meeting facilitation skills
  • Experience developing, managing, and improving programs
  • Experience in working independently and within group settings
  • Good consensus-building skills
  • An awareness of needs assessments and outcome evaluation
  • Experience in training and training development
  • A strong background in behavioral health, with clinical practice a plus.
  • An experience going through a social work or counseling field placement is a plus.
  • Marketing, outreach, and/or social media experience a plus

Education and Experience:

  • Individuals should have a graduate degree in social work, counseling or other relevant background and at least 5 years of progressive behavioral health experience.
  • A working knowledge of the Philadelphia behavioral health system, along with some knowledge of the university system for behavioral health professionals.

Physical Demands:

  • Should have a valid driver’s license with accessibility to a vehicle.
  • Some weekend and evening travel/work.
