Job Corps is the largest nationwide no-cost residential career training program in the country and has been operating for more than 50 years. Position Summary

The Center Mental Health Consultant reports to the Health and Wellness Manager. Develops, implements, and monitors the Mental Health Program, including staff development, mental health counseling of students, and TEAP program counseling, according to the Job Corps federal regulations and the Policy and Requirements Handbook. Demonstrates ongoing commitment to preparing young people for the workforce by modeling, mentoring, and monitoring excellence in the eight Career Success Standards of workplace relations and ethics; information management; communications; multicultural awareness; personal growth and development; career and personal planning; interpersonal skills; and independent living.

Position Functions 

  • Demonstrates and abides by Aleut Core Values and operating principles. 
  • Responsible for developing, implementing, and monitoring the center's Mental Health Program, including supervising all mental health interns and employees. 
  • Advises the Center Director and Health Services staff on all mental health matters. 
  • Conducts staff development and training in using mental health principles and techniques. 
  • Develops, schedules, and documents weekly staff training as required by Job Corps regulation and the PRH. 
  • Consults and promotes the coordination and integration of mental health with other center programs and activities. 
  • Provides consultation with Health Services staff and all other appropriate staff concerning student mental health issues. 
  • Develop constructive programs for meeting students' mental health issues and work with center disciplinary, maximum benefits, intergroup relations, and the AODA prevention programs. 
  • Documents and submits forms and correspondence to local, state, and federal agencies to meet all program requirements. 
  • Ensures and maintains confidentiality of all records. 
  • Issues and maintains Standing Orders on all mental health issues as required by the National Job Corps program. 
  • Provide evaluation and diagnostic services to inpatient or outpatient students. 
  • Provide limited psychiatric treatment as permitted by licensure. 
  • Provide appropriate case information to center staff on a need-to-know basis. 
  • Arrange off-center referrals and treatments as needed according to National Job Corps directives. 
  • MHC provides on-call mental health services for emergencies 24 hours a day, 7 days a week. It may provide services by phone or in person and make arrangements for services on behalf of the center. 
  • Provides documentation and referrals for students who are recommended for termination from the program. 
  • Communicates and consistently models appropriate CSS and employability skills, including personal responsibility and computer fluency. 
  • Maintains accountability of staff, students, and property and adheres to safety practices in all areas of responsibility. 
  • Cultivates and maintains a climate in the center that is free of harassment, intimidation, and disrespect to provide a safe place for staff and students to work and learn. 
  • Performs other duties as assigned.

Position Requirements

  • Licensed Clinical Professional Counselor (LCPC). or Licensed Clinical Social Worker. 
  •  Minimum 1 year of experience as a licensed independent practitioner providing assessment and treatment services to adolescents and young adults.
  • Active, unrestricted license to practice as an independent practitioner in the state where the Center is located and does not require supervision to practice.
  • Valid State driver's license in the state of employment with an acceptable driving record.

Additional Requirements

Knowledge of mental health issues of disadvantaged youth. Ability to read, analyze, and interpret professional journals, technical procedures, and government regulations. Write reports, business correspondence, etc. Ability to effectively present information and respond to questions from management, government representatives, and students. Strong assessment skills. Flexible work schedule. Ability to communicate effectively and relate to the trainee population. The position requires the ability to operate office equipment. In addition, individuals must be able to interact with team members and maintain an effective working relationship with all facility staff and departments.

Working Conditions: This position involves frequent standing, walking, bending, squatting, and kneeling. Occasionally, it involves sitting, stooping, carrying, and lifting to 50 pounds. The applicant must be able to see, hear, and speak.

Environmental Demands: The position requires the ability to spend 5% of work time outside and 95% of work time indoors; the ability to withstand moderate noise levels, including voice levels, 90% of work time; the ability to work in high-temperature settings during the summer months; and ability to work in low-temperature settings in winter months.
