About the Department

Forsyth County is seeking a highly motivated, self-starter experienced in local government to come work for us as a Budget & Management Analyst. Forsyth County, NC is located in the Heart of Triad. The Budget & Management Analyst performs advanced professional work in the preparation and administration of the County’s operating and capital budgets.  This position works with departments to find solutions to issues that arise throughout the year.

The Budget & Management Office has proven to be an integral part of the Forsyth County Management team in assisting to administer a government that is responsive to ever-changing needs while understanding its obligation to our employers, the taxpayers. Analysts have gone on to bigger and better things within the organization and outside of the organization, including assistant directors and directors of various departments, assistant county managers, and town managers.

Position Duties

A successful candidate should have the following knowledge, skills and abilities:

Ability to work with large amounts of data, interpret financial records, detect errors, and prepare financial reports.

Ability to express ideas effectively orally and in writing.

Ability to research, analyze, and evaluated proposed programs and expenditures.

Considerable knowledge of the organization and functions of the County government with emphasis on departments to which assigned.

Considerable knowledge of the principles and practices of organization and management.

Considerable knowledge of public budgeting and accounting.

Ability to maintain effective working relationships with other employees.


Minimum Qualifications

Graduation from a four year college in public administration, business administration, or closely related field and at least two years related budget and research experience. 

A valid drivers license is required.

A higher education level may be considered as a substitution for all or part of the experience requirement. 

A four-year degree outside of the relevant academic field plus additional years of relevant experience may also be considered.

Other Qualifications

Essential duties and responsibilities include but are not limited to:
Plans and carries out budget procedures; and attends budget meetings and public hearings.

Provides information on budget alternatives and recommendations to the Budget and Management Director, County Manager, County department heads, County Commissioners, and to the public.

Conducts special studies that require data compilation.

Conducts special studies that require data compilation.

Assists departments in preparing proposals and contracts, agenda items, and supporting information.

Explains policies and procedures; and gives advice on management issues.

Responsible for monitoring budgets of assigned departments which includes giving assistance in making transfers; reviewing requisitions to determine availability of funds in the budget account for the proposed purchase; and ensuring compliance with established procedures.

Makes preliminary review of contracts for compliance with budget and administrative policy.

Works with the City of Winston-Salem budget office to coordinate work on functions for which costs are shared.

Assists in liaison with agencies performing public services under contract with the County

Performs related work as needed.

Maintaining a specific license such as a driver's license in good standing, without a lapse or loss of a privilege to drive in compliance with North Carolina law, and in compliance with applicable DOT standards for commercial motor vehicle drivers if required to perform the duties assigned to the position.
