The Public Works Stormwater team is hiring three Utility Technicians to perform regular and recurring installation and maintenance of the city’s vegetated water quality facilities. These positions will assist in the installation, maintenance, inspection, and repair of stormwater and wastewater collection systems.  


This is a full-time, non exempt, SEIU classified, and DOT-covered position. Individuals in this position will be subject to random drug screens and breath alcohol tests in accordance with DOT guidelines. There are three vacancies.

Position Duties

  • Help maintain and install Vegetated Water Quality facilities using various tools and equipment
  • Assist Equipment Operators in running heavy and light equipment. Install cutting attachments, make field repairs, and adjust machines and devices. Keep equipment and tools in good condition. 
  • Install, maintain, and repair utility lines. Inspect and test lines using equipment and chemicals. 
  • Set up traffic control safety zones and perform flagging duties. 
  • Set up shoring and enter confined spaces. Keep records of confined space entries. 
  • Inspect installations and communicate directly with engineering, planning, and project leads. Write up lists of needed repairs and perform or help with final inspections.
  • Update maps used in the field and document new or missing information.
  • Be prepared for schedule changes with minimal notice to respond to emergencies. 
  • Develop safe work habits and follow all safety policies, procedures, and techniques. Help create a safe work environment.
  • Create a positive and supportive work environment with a culture of teamwork and communication.
  • Additional duties are outlined in the Public Works Utility Technician 1 class specification.

Minimum Qualifications

Minimum qualifications:

  • High school diploma or GED, and
  • Three years of experience in operations, installation, construction, repair, and maintenance of water quality facilities and structures; or
  • An equivalent combination of education and experience enabling the incumbent to perform the essential functions of the position. 


Licensing and special requirements

  • Valid driver’s license and ability to meet the city’s driving standards.
  • Class B Commercia Driver’s License with tank endorsement required within one year of hire.
  • Oregon Department of Environmental Quality Wastewater Operator Level 1 certification required within 6 months of hire
  • Ability to pass reference checks and satisfy the requirements of a background check.
  • Ability to satisfy the requirements of a pre-employment physical and drug screen.

Other Qualifications

Wage range: $27.73 - $37.16 hourly

Starting pay rate will be determined based on an analysis of the work history and experience included in the job application. New hires who meet the minimum requirements for the position will start at step one. Higher steps within the posted range may be offered to those who have additional years of experience that are directly related to the position.
