Overview
Saxton & Stump is seeking an experienced Senior Counsel to join our growing Municipal and Education Law Group, which represents municipalities, school districts, and public authorities across Pennsylvania. The ideal candidate will bring a strong foundation in public sector law and a passion for helping government and education leaders navigate complex legal and governance issues with practical, solutions-oriented advice. Location: Pennsylvania (Harrisburg or York office)
Key Responsibilities
· Serve as general or special counsel to municipalities, school districts, and related public entities.
· Advise on compliance with the Pennsylvania Sunshine Act, Right-to-Know Law, Public School Code, and other applicable state and federal laws.
· Provide strategic counsel to boards, administrators, and elected officials on governance, personnel, and policy matters.
· Draft, review, and negotiate contracts, policies, resolutions, and intergovernmental agreements.
· Counsel clients on labor and employment, collective bargaining, student rights, special education, land use, and zoning matters.
· Represent public clients before administrative agencies and in state or federal courts.
· Conduct training sessions and workshops for boards, administrators, and staff on compliance, governance, and best practices.
· Collaborate with colleagues across the firm’s practice groups—including Labor & Employment, Real Estate, and Litigation—to provide comprehensive service to public clients.
Qualifications
· J.D. from an accredited law school; active Pennsylvania bar license required.
· 6-10+ years of experience representing municipalities, school districts, or other public sector entities.
· Strong understanding of Pennsylvania’s public entity laws and governance frameworks.
· Excellent drafting, analytical, and communication skills.
· Demonstrated experience advising clients in both public and executive session settings.
· Prior service as Solicitor, Assistant Solicitor, or Board Counsel to a municipality or school district.
· Experience with public sector employment, collective bargaining, or construction matters.
· Familiarity with procurement, bidding, and compliance under state and federal regulations.
