Position Summary

The Senior HSE Manager is responsible for leading and managing all health, safety, and environmental initiatives for Metro Ports’ stevedoring operations. This role ensures compliance with regulatory requirements, promotes a culture of safety, and drives continuous improvement in HSE performance across terminal operations.

Policy Development and Regulatory Compliance

·         Educate and enforce health and safety policies tailored to the unique risk of breakbulk stevedoring operations.

·         Ensure compliance with OSHA, state and local safety regulations and act as the primary liaison with local regulatory agencies and industry bodies

·         Drive continual improvement by liaising with the corporate office and industry bodies in the development and deployment of corporate policies and standards

Safety Leadership & Compliance

·         Develop, implement, and maintain HSE policies and procedures tailored to stevedoring operations.

·         Ensure compliance with OSHA, DOT, EPA, USCG, and other applicable regulations.

·         Ensure corporate safety policies and procedures are communicated, understood, and implemented at the site level

·         Coordinate with site leaders to ensure understanding of all applicable regulatory requirements

·         Conduct monthly audits of site-specific safety inspections to ensure compliance with regulatory requirements

·         Serve as the primary contact for regulatory inspections and primary point of contact for safety-related communication between corporate leadership and site personnel

Risk Management & Incident Response

·         Conduct regular risk assessments and job hazard analyses for cargo handling, vessel interface, and equipment operations.

·         Lead investigations of incidents, near misses, and safety violations; ensure timely corrective actions.

·         Coordinate emergency response planning and drills with port authorities and internal teams.

Training & Workforce Engagement

·         Deliver safety training programs for stevedores, equipment operators, and supervisors.

·         Facilitate daily safety briefings, toolbox talks, and monthly safety meetings.

·         Promote employee engagement in safety initiatives and recognition programs.

Monitoring & Reporting

·         Track, analyze, and report safety performance metrics (e.g., TRIR, LTIR, near misses).

·         Maintain accurate records of inspections, training, incidents, and corrective actions.

·         Present HSE performance updates to site leadership and corporate HSE.

·         Review and monitor assigned Corrective Action & Preventative Actions (CAPA) to completion.

Continuous Improvement

·         Organize and lead monthly safety meetings to review incidents, safety performance, initiatives, and safety concerns.

·         Conduct internal audits and inspections to identify gaps and opportunities.

·         Collaborate with operations leadership to integrate safety into daily workflows.

·         Benchmark best practices and implement innovative safety solutions.

Performance Monitoring & Key Metrics

·         Provide leadership with data-driven insights and safety performance reports

·         Establish and track key performance indicators (KPI’s) including:

o    Lost time injury frequency rate (LTIFR)

o    Cost per man hour

o    Near miss reporting & corrective action closure rate

 

 

 

Required:

·         Bachelor’s degree in occupational safety, Environmental Science, or related field; or a combination of experience, training, and education.

·         Minimum 5 years of HSE experience in maritime, logistics, or industrial operations.

·         Minimum 3 years of policy development experience.

·         Demonstrated knowledge, implementation, and training for OSHA, EPA, DOT, and maritime safety regulations.

·         Experience with stevedoring or port terminal operations is highly preferred.

·         Certified Safety Professional (CSP), Certified Safety Manager, or similar credentials are a plus.

·         Excellent communication, leadership, and problem-solving skills.

Physical Demands & Work Environment

Primarily field-based at marine terminals with exposure to outdoor weather, heavy equipment, and vessel operations. This position will require travel between port locations and evening/weekend availability.
