General Definition of Work
Performs intermediate protective service work enforcing animal control laws, investigating calls, investigating animal bites, capturing and handling sick and injured animals and wildlife, issuing warnings and civil notices for violations, preparing and maintaining files and records, preparing reports, and related work as apparent or assigned. Work is performed under the limited supervision of the Major and Lieutenant, Animal Control. Limited supervision is exercised over Administrative Assistants. Direct Supervision over inmates assigned to shelter duty according to policy of the Georgia Department of Corrections.

Essential Functions
Receives, investigates and answers complaints concerning stray, wild or owned animals; patrols assigned area, checking for animals running at large, licenses and vaccinations; impounds stray, unlicensed, or injured animals; disposes of dead animals.
Enforces all County codes and State laws related to animal welfare and control; removes animals from inhumane conditions and delivers animals to the animal shelter or veterinarian for treatment and care; investigates complaints, determines if there is a violation, and takes appropriate actions to comply with County ordinances and State laws.
Answers the telephone; receives and responds to inquiries and complaints; investigates animal related complaints.
Issues warnings and citations for animal control violations; prepares appropriate reports for court when necessary.
Provides information to the public regarding ordinances and regulations relating to pet owner responsibilities and options such as adoption, euthanasia, leashing, licensing, rabies control, spaying/neutering and vaccinations.
Prepares, reviews, updates, and submits various forms and reports; maintains files and records; receipts monies received for fees and citations.
Assist supervisors in the euthanasia and disposal of animals according to established guideline. May serve as shelter supervisor as needed or assigned.
Performs the duties of a Corrections Officer in accordance with rules and regulations of the County corrections facility and State standards, as necessary or required.
Encourages and promotes a culture of excellent customer service.
Knowledge, Skills and Abilities
Thorough knowledge of the security, rules, regulations and procedures of the institution; knowledge of the practices of modern penology as related to the supervision and care of persons under institutionalized restraint; thorough knowledge of the laws, ordinances and regulations governing animal shelter operations; thorough knowledge of the care, control and handling of dogs and other animals; thorough knowledge of the geography of the County; general knowledge of the control and handling of wildlife and animals; ability to solve problems within scope of responsibility; ability to recognize rabies symptoms; ability to enforce institutional rules firmly and fairly; ability to detect potential behavior problems of inmates; ability to detect the early symptoms of common health problems; ability to carry out oral and written directions accurately; ability to supervise the activities of large groups of inmates; ability to prepare records and reports; ability to establish and maintain effective working relationships with associates and the general public.
Education and Experience
High school diploma or GED and moderate experience in law enforcement or corrections with some supervisory experience, or equivalent combination of education and experience.
Physical Requirements
This work requires the regular exertion of up to 10 pounds of force, frequent exertion of up to 25 pounds of force and occasional exertion of up to 50 pounds of force; work regularly requires speaking or hearing, using hands to finger, handle or feel and reaching with hands and arms, frequently requires standing, walking, sitting, stooping, kneeling, crouching or crawling, pushing or pulling, lifting and repetitive motions and occasionally requires climbing or balancing and tasting or smelling; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly; hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, operating motor vehicles or equipment and observing general surroundings and activities; work frequently requires exposure to outdoor weather conditions and occasionally requires wet, humid conditions (non-weather), working near moving mechanical parts, exposure to fumes or airborne particles, exposure to toxic or caustic chemicals, wearing a self-contained breathing apparatus and exposure to bloodborne pathogens and may be required to wear specialized personal protective equipment; work is generally in a moderately noisy location (e.g. business office, light traffic).
Special Requirements
Obtain training in Basic Animal Control techniques within 12 months of assignment.
Possession of Georgia Peace Officer Standards and Training (POST) certification.
Prefer two (2) years supervisory experience in Corrections.
Favorable background history as determined by review of local, State and Federal records.
Valid driver’s license in the State of Georgia with a favorable driving history (MVR).
