Senior Business Manager, FSS Next Program

About the role
We’re seeking an experienced Senior Manager to help lead a transformative 3–5 year program enhancing the Fast Settlement Service (FSS), a piece of critical payments infrastructure owned and operated by the RBA. The FSS settles payments exchanged through the New Payments Platform (NPP) on a real-time, 24/7 basis – averaging 3.5 million payments per day, worth $4 billion. Your leadership will help shape the evolution of the FSS to support the future of account-to-account payments in Australia, including:
- Close collaboration with the payments industry to develop a vision for the future of the account-to-account payments system and providing expert input from the RBA as provider of the critical settlement infrastructure the payments system relies on.
- Evaluating options and determining the business and technical changes needed to support this vision and the RBA’s objective of promoting a secure, stable and efficient payment system.
- Developing a business case to implement the significant strategic uplifts to the FSS and helping to lead its delivery.
You will work closely with the FSS Next Program Director to understand and meet the unique business and technology needs of the RBA in its operation of such an important service for the Australian community.
Key responsibilities
You will be responsible for delivering all aspects of the program’s industry engagement workstream including:
- Representing RBA settlements in a range of industry forums and committees about the future of account-to-account payments and new NPP capabilities impacting the FSS.
- Building strong relationships with industry stakeholders navigating complex negotiations.
- Assessing the implications for the RBA’s settlement services and determining the scope of any future changes to the FSS.
- Preparing a business case seeking funding and resourcing to implement the changes required.
- Communicating effectively and credibly with a range of stakeholder including executive program sponsors and governance committees.
- Leading a team of skilled managers and analysts to achieve the program’s goals, deliver RBA outcomes and help deepen the FSS subject matter expertise of our people.
- Developing, owning and executing robust plans for high quality delivery your program workstream.
- Proactively identifying and responding to risks, assumptions, issues, and dependencies, supporting the team to deliver program outcomes on time and within budget.
- Managing the financial budget of your workstream with input from the RBA enterprise project management office and finance functions.
Your background
- Extensive experience (5+ years) in a business or policy function of critical infrastructure or financial services, with a track record achieving the responsibilities set out above.
- Deep understanding of relevant payments or settlements systems and associated regulatory standards.
- Excellent stakeholder engagement and influencing skills and experience in representing the RBA (or a comparable organisation) at senior levels with other organisations.
- Proven ability to create and direct the creation of clear content (written and verbal) that translates complex technical concepts into actionable insights, enabling executive stakeholders to make informed decisions.
