Strategic Insight is actively seeking a PBIS Support Specialist to support the Director of PPBE in DASN (APB). DASN (APB) is the principal advisor and strategic cross-DASN integrator for the ASN (RD&A) on Programming, Planning, Budgeting, and Execution (PPBE), Earned Value Management (EVM), Investment and Industry analysis, Acquisition Governance, Strategic Acquisition Planning and Analyses, and Congressional Liaison issues across all domains within ASN (RD&A). DASN (APB) is the data steward and functional area manager for acquisition data and the resource sponsor for acquisition data systems. DASN (APB) is also the manager for ASN (RD&A)’s program execution budget, manpower, administration, and Information Technology (IT) operations
Mandatory Requirement: Applicants selected will be subject to a security investigation and may need to meet eligibility requirements for access to classified information; Secret clearance is required.

Responsibilities include, but are not limited to:
- Candidate should have Program Budget Information System (PBIS) experience at the DON, program office, or resource sponsor level (i.e., larger dollars and breadth of support),
- Position will be PBIS heavy, and the candidate should have strong skills in this area,
- Experience should be programmatic to match the type of PBIS work that takes place in DASN (APB),
- Candidate should at least have a basic understanding of the DON’s programs and structure (i.e., quickly getting up to speed in DON office).
Success for working in this position requires:
- Provide recommendations by doing independent research on historical financial information
- Must be proficient in Microsoft Word, Excel, and PowerPoint.
- Experience working in an Echelon 1 organization and working with SES/FO/GO is highly recommended.
- Experience with Navy tasking systems, including TMT/ETMS2, and
- Knowledge of data analysis and visualization tools.
Education and Experience
- Minimum/General/Experience: Minimum 5 years of business or finance experience supporting DoD programs and working knowledge of the PPBE process
- Experience in the following areas:
- Analyzing financial information in DoD program planning documents and processes;
- Conducting financial analysis and financial risk analysis, identifying and evaluating financial risks;
- Ability to forecast out five years and recommend management techniques to mitigate risk exposure.
- Should have a general knowledge of funding documents and automated data processing software programs and capabilities used to accomplish budget and funding tasks.
- Minimum of a bachelor’s degree in a business or management discipline such as business administration, accounting, or finance from an accredited university or college, or equivalent, with a combination of education and experience.
