POSITION: Human Resources Technician
Purpose Statement
The job of Human Resources Technician is done for the purpose/s of supporting functions of the Human Resources Department to develop knowledge of all employees and for performing a variety of technical activities involved in the recruitment and processing of personnel; serving as a technical resource to employees, applicants and the public regarding personnel functions; and establishing and maintaining personnel files.
This job reports to the Assigned Administrator/Supervisor.
Essential Functions
- Answers telephone system for the purpose of screening calls, transferring calls, responding to inquiries and/or taking messages.
- Greets individuals entering the building (e.g. visitors, parents, students, vendors, etc.) for the purpose of responding to inquiries, and/or directing individuals to appropriate location in accordance with established building security procedures, including building information (e.g. use schedules, staff directories, emergency contacts, etc.) for the purpose of providing reference information.
- Initiates intruder alert alarm system and calls 9-1-1 for the purpose of alerting an emergency situation.
- Distributes eletronic forms, mail and various items within the site (i.e. delivery and overnight mail/packages, messages, etc.) for the purpose of ensuring receipt to addressee.
- Coordinates with the department to ensure the conversion of documents from paper to electronic files (personnel, forms,) for the purpose of ensuring the guidelines of county/state and federal laws/codes are followed.
- Assists in coordination and planning of departmental and organizational programs for the purpose of providing information and assistance concerning employment, personnel records, maintenance of training modules (Canvas, Questys, Google Hubs, FinalSite).
- Assists with planning and coordination of department and organizational events (e.g. Riffle Raffle, Classified Employee and Educator Appreciation, Annual Employee Recognition, paraprofessional testing scheduling and proctoring, etc.) for the purpose of completing activities and/or delivering services in a timely and efficient manner.
- Develops a wide variety of written materials (e.g. HR webpages, prepare invoices and purchase orders, flyers, employee resources, training materials, orientation processes, etc.) for the purpose of ensuring accurate information is on file and providing written reference, and/or conveying information.
- Maintains manual and electronic documents, files and records (e.g. Escape, Questys, Keenan, databases, etc.) for the purpose of providing accurate information in compliance with established guidelines.
- Participates in meetings, trainings, etc. for the purpose of conveying and gathering information regarding a wide variety of subjects required to carry out job responsibilities.
- Prepares a variety of reports and related documents (e.g. personnel files, Continuous Feedback data and surveys, etc.) for the purpose of providing documentation and information to others.
- Responds to written and verbal inquiries from a variety of internal and external sources for the purpose of providing information and/or referring to appropriate personnel and/or identifying the relevant issues and recommending or implementing a plan.
- Supports Human Resources Services department staff for the purpose of assisting in the performance of their work activities.
Other Functions
- Performs other related duties as assigned for the purpose of ensuring the efficient and effective functioning of the work unit.
Job Requirements: Minimum Qualifications
Skills, Knowledge and Abilities
SKILLS are required to perform multiple, technical tasks with a potential need to upgrade skills in order to meet changing job conditions. Specific skill based competencies required to satisfactorily perform the functions of the job include: planning and managing projects; preparing and maintaining accurate records; operating standard office equipment; utilizing pertinent software applications; analyzing data; customer service; and using Microsoft Office software applications including Word, Excel, PowerPoint and Access.
KNOWLEDGE is required to perform algebra and/or geometry; read technical information, compose a variety of documents, and/or facilitate group discussions; and solve practical problems. Specific knowledge based competencies required to satisfactorily perform the functions of the job include: personnel practices applied within county offices and school district environments; interpreting contract language; codes, regulations & laws related to the job functions; business telephone etiquette; concepts of grammar and punctuation; keyboarding; personnel administration practices; and practicing cultural competency while working collaboratively with diverse groups and individuals.
ABILITY is required to schedule activities, meetings, and/or events; gather, collate, and/or classify data; and use basic, job-related equipment. Flexibility is required to work with others in a wide variety of circumstances; work with data utilizing defined but different processes; and operate equipment using defined methods. Ability is also required to work with a wide diversity of individuals; work with a variety of data; and utilize job-related equipment. Problem solving is required to analyze issues and create action plans. Problem solving with data frequently requires independent interpretation of guidelines; and problem solving with equipment is limited to moderate. Responsibility
Responsibilities include: working under limited supervision using standardized practices and/or methods; providing information and/or advising others; tracking budget expenditures. Utilization of some resources from other work units is often required to perform the job's functions. There is some opportunity to impact the organization’s services.
Working Environment
The usual and customary methods of performing the job's functions require the following physical demands: some lifting, carrying, pushing, and/or pulling, some stooping, kneeling, crouching, and/or crawling and significant fine finger dexterity. Generally the job requires 80% sitting, 10% walking, and 10% standing. This job is performed in a generally clean and healthy environment.
Experience Job related experience with increasing levels of responsibility is required.
Education Targeted, job related education with study in job-related area.
Equivalency Any combination equivalent to: graduation from high school and two years of increasingly responsible administrative support experience including work experience with Human Resources’ functions.
The stated education and experience requirements are the preferred minimum qualifications for this job. However, relevant experience to substitute for the education requirement and relevant education, certificates and/or licenses to substitute for the experience requirement may be allowed.
