About the Department
Position Duties
- Directs and manages the development of the County's annual operating and capital budgets.
- Reviews departmental budget submissions and guides departments regarding budget procedures, resource allocation, and fiscal priorities.
- Coordinates mid-year budget adjustments and forecasting.
- Presents budget recommendations and financial reports to the Commissioners Court and County leadership.
- Oversees the preparation of budget documents, schedules, and performance metrics for internal and external stakeholders.
- Ensures compliance with County policies, applicable laws, and best practices in public budgeting, municipal finance, and investing.
- Manages, supervises, and evaluates the performance of assigned staff.
- Participates in special projects, financial studies, and long-term financial planning initiatives.
- Manage the issuance and administration of municipal bonds, including developing bond financing plans, coordinating with bond counsel and financial advisors, and preparing official statements.
- Ensure compliance with bond covenants, state and federal regulations, and disclosure requirements.
- Develop and maintain strong relationships with rating agencies, investors, and other stakeholders in the municipal bond market.
- Assist with the development and implementation of capital improvement plans.
- Performs related duties as required.
Minimum Qualifications
- Graduation from an accredited college or university with a Master's Degree in Business, Finance, Accounting, Economics or a closely related field, and five (5) years' experience in public or private sector finance or management including two (2) years of supervisory experience;
- Certified Government Financial Manager (CGFM) or Certified Public Finance Officer (CPFO) preferred.
- Strong knowledge of governmental budgeting, financial analysis, and public finance principles.
- Familiarity with the Texas Local Government Code and applicable county budgeting statutes.
- Proficiency with financial management systems and Microsoft Excel.
- Ability to interpret and apply financial policies and regulations.
- Strong leadership, organizational, and communication skills.
- Ability to prepare and present complex financial data in a clear and concise manner.
- Ability to work collaboratively with County departments, elected officials, and the public.
- Must secure and maintain a favorable background investigation and clearance.
- Must clear a pre-employment physical and a pre-employment drug screen test.
- May be required to work more than 40 hours during the workweek.
- Working conditions are in an office environment

- Constantly operates a computer and other office productivity machinery
- Must be able to remain in a stationary position
