Definition: Under general supervision of the Engineering and Construction Services (ECS) Assistant Director (Housing), manages and oversees assigned staff performing all aspects of Tribal Housing activities, including property management, property maintenance, and inventory management for the Community Tribal Housing Program (CTHP). This position is responsible for management, oversight and monitoring of all rental property tenants, premises, equipment and inventory supported by federal and tribal funds. Responsible for ensuring that all Tribal, grant, and other CTHP requirements are followed and that any financial matters, including the requirements of federal funds management, are complete and accurate. This job class is treated as FLSA Exempt.

Position Duties
1. Mentoring, Supervision & Workflow:
a. Plans, manages, and supervises daily operations for all property management functions, maintenance functions and inventory management for the CTHP. Provides leadership and direction to assigned staff within the CTHP. Manages assigned personnel, mentors/trains subordinate staff & apprentices on CTHP operation and compliance requirements.
b. Addresses and responds to employee questions regarding assignments, job duties and tasks. Oversees preparation and accuracy of daily time records; approves work time and leave requests utilizing an on-line computer system; distributes hardcopy paychecks, if needed; ensures timely completion of performance evaluations for assigned staff.
c. Monitors employee performance and makes recommendations for corrective actions and improvement. Coordinates employee discipline, when necessary, in consultation with the Assistant Director and Director.
d. Coordinates with assigned staff and the ECS Safety Officer to provide safety training to field staff on policies and procedures and promote practices that reduce work-related accidents.
e. Provides direction to assigned and subordinate staff with planning, coordination, scheduling and ensuring availability of required labor, materials and equipment needs for pending CTHP projects and service orders.
f. Oversees the scheduling of personnel for all CTHP on-call and after-hours emergency services. Monitors staff and vendors used for after-hours and emergency repair of CTHP rental properties.
2. Operational and Program Oversight:
a. Coordinates the activities of the CTHP to ensure quality living conditions, continuous improvement of rental housing stock and opportunities for construction of new rental and owner-occupied housing stock
b. Ensures CTHP operates effectively and efficiently to provide low-income and Community market rental opportunities to the Community’s residents.
c. Responsible for development and implementation of CTHP policies and procedures, standard document templates, and routine reports. Ensures programs and services are standardized to deliver high quality customer service.
d. Ensures projects and service orders are executed and completed within the estimated budget and schedule according to approved plans and specifications. Utilizes computerized database to input, track and maintain daily status of schedules, activities and progress.
e. Schedules, coordinates and ensures timely completion of property management & maintenance service orders and ensures efficient coordination among staff.
f. Ensure adequate inventory and equipment and evaluates the quality of work completed in support of the CTHP.
g. Responsible for compliance with Tribal, grant, and funder requirements to promote future funding opportunities for the Community.
h. Ensures compliance with Tribal and federal procurement requirements. Assists with the selection of external contractors or vendors that perform services to support various functions of the CTHP. Observes and monitors contractor and vendor performance according to the scope of work and established agreements.
i. Coordinates with contractors, vendors, utility companies, and applicable staff within other divisions and Tribal Departments for the successful delivery of a wide array of projects and service orders.
j. Monitors, tracks and provides reports to the Assistant Director regarding the condition of rental properties, waiting lists, transfers, move ins/outs, re-certifications, compliance issues, lease terminations, administrative hearings, Resident Account Receivables (RAR’s), vacated accounts, collections, site visits, and court cases.
k. Develops, implements and improves resident information programs and related services to ensure residents are informed of program rules and policies and provided an opportunity to address concerns.
3. Tenant Relations and Account Management:
a. Reviews and approves initial residential lease agreements, regular recertification and interim re-examinations.
b. Ensures periodic site visits are conducted in accordance with established policies and in cooperation with other Departments. Ensures proper records and reports are accurate and available for review.
c. Works closely with SRPMIC Finance Department on issues related to rent rolls, tenant equity programs, tenant charges, tenant adjustments, and collections activities.
d. Reviews and approves all tenant charges and adjustments.
e. Monitors and tracks accounts receivable, delinquencies, and collections to ensure accurate records and progressive application of tenant policies.
f. Maintains confidentiality and protects against disclosure of sensitive tenant information.
g. Conducts administrative hearings regarding tenant issues and assists with the administrative review and appeals process.
h. Works closely with other Departments and Tribal Court Advocates on lease terminations, policy violations, and resolution of tenant relations issues.
i. Attends court proceedings on forcible detainer.
j. Provides regular progress and situation reports to the Assistant Director.
4. Administration & Budgeting:
a. Ensure all transactions and information are processed in a timely manner that provides for safekeeping of confidential information and adherence to record retention policies and procedures.
b. Coordinates with the ECS staff team to process insurance claims.
c. Prepares Quarterly and Annual Reports along with all written correspondence as required.
d. Assists with the Department’s budget planning and monitoring. Ensures monthly expenditures are within guidelines and maintains accurate reports to track approved expenditures.
e. Works within the Community and with outside entities for coordination and partnerships to support the operation of the CTHP and provide high quality housing opportunities for Community Members.
5. Grant Program Administration:
a. Oversee all aspects of programmatic and competitive grants management for CTHP and ensure appropriate and accurate documentation for compliance with grant or other funding requirements.
b. Coordinates planning and data gathering to support the annual Indian Housing Plan and subsequent modifications and amendments. Ensures Tribal and grant funds are appropriately deployed, monitored, and reported.
c. Coordinates data gathering to support periodic performance reporting requirements and tracking of planned versus actual performance and expenditures.
6. Program Funding:
a. Provides leadership, understanding and leveraging of funding options for future housing stock within the Community.
b. Seeks new funding through grants, investments and other mechanisms to ensure all sources are leveraged before Community funds are utilized.
c. Researches creative partnerships and relationships to further expand rental and supportive housing opportunities for Community Members.
7.Miscellaneous: Performs other job related duties as assigned by the ECS Director or Assistant Director.
Knowledge, Skills, Abilities and Other Characteristics:
Knowledge of the principles, concepts and practices of property management, leasing and home buying.
Knowledge of the customs, culture, traditions, social and economic needs of the SRPMIC.
Knowledge of SRPMIC and residential laws, ordinances, rules, policies, practices and procedures.
Knowledge of public housing related general laws, regulations, ordinances, policies, practices and standard procedures.
Knowledge and ability to develop program goals and objectives and implement program plans.
Knowledge of basic accounting practices.
Knowledge of Tribal Court procedures.
Knowledge of state and federal health and safety standards and guidelines.
Knowledge of current building and safety codes
Skill establishing and maintaining effective working relationships with Community Members, Community and Tribal Government officials, clients, resource agencies, staff, vendors, materials suppliers, contractors and other regulatory entities including federal, state and local officials.
Skill organizing and maintaining office records, financial documents and maintaining adequate records for compliance review and response to appropriate requests for information.
Skill investigating and adjudicating complaints, insurance claims and ensuring timely housing maintenance and repairs are accomplished.
Skill using personal computer and related software including MS Office.
Skill with work management and leadership including providing appropriate supervision to direct report staff.
Skill understanding and working with leases and tenant agreements.
Ability to manage, supervise and evaluate personnel.
Ability to inspect and evaluate construction and maintenance work completed and in progress.
Ability to plan, organize and coordinate workflow for assigned staff.
Ability to communicate efficiently and effectively both verbally and in writing.
Ability to understand unique housing client needs and to respond appropriately.
Ability to research, compile and analyze data to prepare timely and accurate reports.
Ability to complete and track accounts receivables and maintenance work orders.
Ability to effectively analyze and resolve complex problems.
Ability to lift and carry up to 15 lbs.
Minimum Qualifications
Education: A Bachelor’s degree from an accredited college or university in property management, real estate, leasing, building maintenance, construction management, or a closely related field required.
Experience: Three (3) years full time work experience in property management, real estate, leasing, building maintenance or a closely related field required.
Three (3) years supervisory experience required.
Native American Community property management experience highly preferred.
Equivalency: Any equivalent combination of education and/or experience that would allow the candidate to satisfactorily perform the duties of this position, will be considered.
Underfill Eligibility: An enrolled Community Member whom closely qualifies for the minimum qualifications for a position may be considered for employment under SRPMIC Policy 2-19, Underfill.
Other Qualifications
May be required to work beyond normal work hours including nights, weekends and holidays.
May be required to travel.
