As a Program Manager you will lead multi-functional teams providing solutions to challenging problems in the cyber operations mission domain across a broad set of Federal Government customers.
This position will allow for hybrid work, but interested candidates must be located in Northern Virginia, Eastern Maryland, or District of Columbia
Responsibilities
- Serve as the Program Manager for an 8 person team developing solutions for challenging problems in cyberspace
- Build cohesion, continuity, and resiliency in order to ensure a healthy team
- Build strong and trusting relationships with customers and stakeholders
- Ensure stakeholder feedback, concerns, and issues are regularly captured and addressed
- Manage execution to achieve program cost, technical, and schedule commitments
- Ensure objectives and scope are commonly understood and well documented
- Ensure requirements are clear, decomposed, and verifiable
- Keep schedules accurate and with well-defined deliverables
- Work aggressively to ensure projects have required resources to meet all commitments and team needs, e.g. staffing, supplies, licenses, hardware, etc.
- Project Management:
- Lead and manage development projects from inception through completion
- Develop and maintain project plans, schedules, and budgets
- Build and coordinate with cross-functional teams to ensure project objectives are met
- Monitor project progress and provide regular status updates to stakeholders
- Customer Engagement:
- Act as a senior point of contact for customers
- Understand customer requirements and translate them into actionable tasks for the development team
- Ensure customer satisfaction by delivering high-quality solutions and support
- Technical Expertise:
- Experience leading teams through the software development life cycle and delivering capabilities to operations
- Background in cyber operations (not IT / zero trust / help desk)
- Experience working with and solving customer problems associated with both structured and unstructured data
- Implement and manage team progress on all technical aspects of the project while ensuring security, scalability, and efficiency
- Track and enable Agile Software Development practices

- Proven experience in project management of software
- Experience dealing with data transport
- Excellent problem-solving and analytical skills
- Strong communication and interpersonal skills
- Top Secret Security Clearance
- 5+ years of Project Management experience managing solution development efforts in cloud deployments, software/application development, and/or Cyber Operations domain with Federal Government customers. This can also be substituted for domain or technical expertise
- Strong knowledge and understanding of software development, specifically Agile / Scaled Agile methodologies
- Attitude of team success before self
- A drive for excellence and quality
- Experience developing cyber operations tools and and an understanding of the unique needs and concerns associated with building them
- Experience dealing with complex data model and data transport
- Strong understanding Cyber Operations and USCYBERCOM
- Top Secret Security Clearance, SCI with Poly
- Relevant certifications (e.g., PMP, AWS Certified Solutions Architect) are a plus
- Background in AWS also a plus
- Experience deploying software into air gapped environments
