About the Department

The City of Eustis is seeking a trustworthy, responsible individual who, under general direction, performs technical building and fire inspections to determine and enforce compliance with State, County, and City laws, codes, and ordinances in relation to building and housing, as well as plumbing, electrical, and mechanical, as licensed. Although new employees receive assistance on new or more difficult inspections, most work is performed independently with considerable use of technical judgment and discretion.

Supervision Received:  Building Official 

Position Duties

  • Performs site inspections of the building, alterations, and repairs of single-family, multi-family, and commercial structures during the course of construction, as required; 
  • Determines compliance with State, County, and City building laws, codes, and ordinances, fire and safety restrictions, including the FloridaBuilding Codes, Florida Fire Prevention Code, and F.S. 553 and 633, along with other relevant laws, rules, standards, and codes;
  • Meets with contractors, developers, and property owners to explain and interpret the laws, codes, and standards;
  • Assists with compliance; 
  • Performs site re-inspections and follow-up; 
  • Issues deficiency write-ups and violation notices; 
  • Examines building plans for compliance with applicable state and local codes;
  • Assists with issuing building permits at the direction of the Building Official; 
  • Reviews, researches, and evaluates existing and new codes and regulations; 
  • Recommends amendments and revisions; 
  • Makes code interpretations or directs to the Building Official when appropriate;
  • Assists with public outreach and education and provides a high level of customer service to the public;
  • Assists with training for other staff and engages in training for additional licenses beneficial to the department;
  • Advises contractors and homeowners on building code requirements; 
  • Collects and analyzes data for departmental reports; 
  • Represents the department on various advisory boards; 
  • Prepares and maintains various departmental records; 
  • Answers telephone and e-mail inquiries; 
  • Performs other related duties as required.
Other Job Functions:
  • Assists the City in the preparation for and aftermath of a major emergency such as a hurricane or other storm or disaster, as needed 

Minimum Qualifications

Knowledge, Abilities and Skills:
Thorough knowledge of the materials and methods used in general building construction, alteration, and repair, and the building trades; knowledge of national and local building codes, laws, and ordinances; knowledge of the legal procedures involved in building inspection. 

Ability to read and interpret building construction plans/blueprints and specifications; significant ability to meet and work with contractors, developers, property owners; ability to maintain accurate records; ability to express oneself clearly and concisely in verbal and written form; ability to assemble, organize and analyze data and compose written and oral reports; ability to drive a vehicle; ability to remain at a City work shelter, before, during and after a hurricane or other storm or disaster, if asked 

Minimum Qualifications:
High School Diploma or recognized equivalent, five (5) years building construction or building code experience; Must have a valid Florida Driver’s License with an acceptable driving record.

Must possess a State of Florida Standard or Provisional Certificate as both a One and Two Family Dwelling Inspector (or certification in all commercial categories) and a Standard Inspector in one or more commercial categories. Certification as a Florida Fire Safety Inspector and/or a Plans Examiner is preferred.

An employee with a Provisional Certificate will be required to obtain a Standard Certificate before the expiration of the Provisional Certificate per FS 468.609.  Preference given to those already holding Standard One and Two Family Dwelling Inspector and Standard Commercial Inspector Certificates.

Working Hours:
Monday through Friday, 7:00 a.m. to 4:00 p.m.

Physical Demands:
Some light physical effort is used in this position. Requires sitting for long periods; frequent walking, standing, climbing, stooping, reaching, bending; good finger/hand dexterity and hand/eye coordination; good eyesight, hearing, and speech; working in adverse environmental conditions periodically; regular driving of a vehicle. 

Salary Information:
As of October 1, 2025, $27.3196 to $41.0251 per hour ($56,824.77 - $85,332.26 per year); EXCELLENT benefits (Note: See Benefits Tab for more information).  Applicants should expect a starting salary of $27.3196 per hour.  Only applicants with the most job-related qualifications will be selected for interview and further consideration.  Additional consideration may be given to applicants with more extensive education, training, or experience.  Following a thorough background investigation, including a criminal history and driver’s license check, the candidate will be given a conditional offer of employment.  The final candidate will be required to pass a drug test and medical exam.
