The Deputy Chief Operating Officer (DCOO) provides senior-level leadership and strategic oversight of Jefferson Center’s administrative infrastructure. This role ensures operational excellence across key domains including legal affairs, contracts, compliance, insurance benefits, facilities, and transportation. The DCOO serves as a strategic liaison with state and Regional Accountable Entity (RAE) partners ensuring compliance with contracts, claims processing and regulatory matters, driving efficiency and alignment with Jefferson Center’s mission and strategic goals.

The DCOO collaborates closely with the Deputy Chief Clinical Officer (DCCO) and Deputy Chief Medical Officer (DCMO) to ensure seamless operations across the enterprise, develop key performance indicators (KPIs), and promote staff accountability.

Essential Duties and Responsibilities

Operational Leadership

    • Provide senior-level leadership across administrative functions including legal, compliance, facilities, transportation, and insurance benefits.
    • Oversee contract development, negotiation, and lifecycle management to ensure legal and regulatory alignment.
    • Lead facilities operations including safety, maintenance, space planning, and capital improvements.
    • Manage transportation and fleet vehicle operations to ensure cost-effective and compliant usage.

Strategic Collaboration

    • Serve as liaison with state and RAE partners to support accurate claims processing and regulatory compliance.
    • Work closely with the Finance team to ensure successful operations of revenue cycle management
    • Collaborate with the DCCO and DCMO to align clinical and administrative operations, ensuring efficient service delivery and integrated care.
    • Develop and monitor KPIs to assess operational performance and drive continuous improvement.

Compliance and Risk Management

    • Ensure adherence to federal, state, and local regulations across all operational domains.
    • Partner with legal and finance teams to mitigate risk and maintain audit readiness.
    • Ensure regular assessments and training to ensure staff compliance with policies and procedures.

Benefits and Human Resources Oversight

    • Oversee employee insurance benefits, including collaboration with brokers to negotiate competitive rates and packages.
    • Support HR leadership in strategic planning, workforce development, and employee engagement initiatives.

Executive Support and Problem Solving

    • Advise the CCOO on business strategy, stakeholder relations, and key partnerships.
    • Act as a liaison between the CCOO and mid-management leaders, resolving operational issues before escalation.
    • Lead special projects and cross-functional initiatives as assigned by the CCOO.

Qualifications

  • Master’s degree in business administration, Public Administration, Health Administration, or related field; MBA preferred.
  • Minimum of 10 years of progressively responsible leadership experience in healthcare or nonprofit operations.
  • Demonstrated success in streamlining operations, managing contracts, and ensuring regulatory compliance; Certified Compliance & Ethics Professional (CCEP) or Certified Healthcare Compliance (CHC) preferred.
  • Strong understanding of behavioral health systems claims processing, and funding mechanisms.
  • Excellent leadership, communication, and organizational skills.
  • Proficiency in data analysis, performance metrics, and technology platforms for operational management.

 

Salary Range: $160,000–$193,400*

Additional Salary Information*:

  • Jefferson Center pay is determined by various factors including education level, licensure level, years of relative experience, and internal equity amongst current staff.
  • The range listed above is based on full time employment (40 hours per week).
