About the Department
This is a GIS advisor position with Metro’s Information Technology Services GIS Division. The Info Systems Advisor 1 – GIS position’s primary responsibility will be the GIS Advisor for the Metro Fire Department. This position will perform analytical, technical, and administrative work in the ongoing support of Metro’s Enterprise GIS system and related GIS datasets as they relate to the Metro Fire Department. This is a technical position requiring considerable skill in performing complex spatial analysis tasks, independent judgement, and specialized experience and knowledge of GIS applications, concepts, and database application design principles. Experience analyzing with Fire Department or Public Safety datasets is preferred.
Position Duties
- Conducting use-case analysis of current Fire Department business functions to identify opportunities for improved efficiency through the incorporation of or transition to GIS toolsets, while establishing GIS application and geospatial data model requirements, addressing technical issues, and assessing training needs in close collaboration with end users
- Preparing and delivering compelling presentations to senior leadership, showcasing new processes, workflows, and analyses, while effectively demonstrating their impact on organizational goals and decision-making
- Communicating with internal and external technical resources to resolve end-user issues and provide guidance to users on methods for correcting data quality problems
- Understanding of NFPA standards, NIFRS reporting standards, fire response mapping, analysis, and risk assessment
- Configuring Esri solutions within ArcGIS Enterprise Portal, utilizing products such as ArcGIS Dashboards, Experience Builder, Field Maps , Survey 123, and Workforce
- Database creation and management, application development, and ongoing maintenance
- Preparing technical documentation including data specifications, user requirements, and procedures
- Producing maps showing the spatial distribution of various kinds of data
- Producing reports on geographic data utilizing data visualizations
- Performing spatial analysis of both vector and raster datasets
- Publishing and managing data in ArcGIS Portal and ArcGIS Online
- Conducting in-house training and tracking progress on system implementation and application projects
Minimum Qualifications
Five (5) years experience using ESRI GIS performing complex spatial analysis.

Note: Per Metro Ordinance No. SO94-1078. All employees of the Metropolitan Government shall be residents of the State of Tennessee or become residents of the state within six (6) months of employment as a prerequisite to employment with the Metropolitan Government.
Other Qualifications
- Extensive experience with ArcGIS Pro
- Experience with ArcGIS Enterprise or ArcGIS Online
- Knowledge of configuring ArcGIS Solutions including web apps and dashboards
- Considerable problem solving and troubleshooting skills
- Experience with management of Geodatabases, including tabular relational data models and schemas and their implementation
- Familiarity with Industry standard quality control and assurance practices such as data reviewer, attribute rules, geodatabase versioning, geoprocessing tools, and queries
- Knowledge of Fire Department standards and procedures related to response, inspections, and investigations
