Responsibilities 


Tenant Certifications and Eligibility:

  • Review/approve Eligibility, Annual Recertifications, Additions/Transfers, and documentation to verify income eligibility for affordable housing programs.
  • Complete random audits of digital resident files in accordance with Roers Companies’ policies to ensure each  applicant(s)/resident file are complete and ready for audit.
  • Track all annual recertifications to ensure each file is completed at least 30 days prior to the effective date.
  • Ensure compliance with income limits, rent restrictions, and other programmatic requirements.
  • Ensure all compliance-related data is accurately recorded in databases or software systems.

Compliance Monitoring and Reporting:

  • This position is directly responsible for overseeing the Processing Specialist.
  • Ensure Processing Specialists are updating the Compliance Tracker daily.
  • Ensure Processing Specialists are processing and submitting for approval within Roers policy.
  • Oversee and monitor compliance with affordable  housing regulations (e.g., LIHTC, HUD, Section 8, HOME, etc.).
  • Provide assistance uploading final move in file to investor or 3rd party for review and work with them on any corrections or clarifications needed. 
  • Track and obtain first year file audit close out letter from investor timely.
  • Prepare and submit required reports to Compliance Manager.
  • Ensure Processing Specialists are updating the Compliance Tracker daily.
  • Maintain accurate records for all  compliance-related activities, ensuring they are easily accessible for audits and inspections.

Travel and Guidance:

  • Travel as needed to properties in state and out of state to assist site teams with lease ups.
  • Assist with lease-up activities of new sites, which may include attending meetings, providing staffing support, assisting with processing files, and organization of new resident files. 
  • Assisting with training of property management and/or affordable housing leasing staff
  • Provide guidance to property management staff on compliance requirements, rules, and regulations.
  • Stay updated on any changes to relevant laws and regulations, ensuring all staff are informed.

Audit and Support:

  • Assist with training of new Compliance and Property Management staff.
  • Assist with completing monthly, quarterly and Annual Reporting Requirements.
  • Prepare for and participate in internal and external audits, inspections, and reviews.
  • Address findings from audits, ensuring corrective actions are implemented promptly.
  • Work with Compliance Manager to resolve compliance issues.
  • Organize, facilitate, and lead weekly Compliance Huddles.

Program and Policy Development:

  • Assist in developing and updating policies and procedures to maintain compliance with housing programs.
  • Contribute to the creation of systems and processes to track and document compliance activities efficiently.
  • Other tasks & duties as assigned based on business need

Requirements

Education:

  • High School/GED

Experience:

  • 2+ years of experience in affordable housing, property management, or compliance.
  • Familiarity with Low-Income Housing Tax Credit (LIHTC) programs, HUD regulations, and other affordable housing compliance requirements.
  •  Experience with audit preparation, tenant eligibility verification, and regulatory reporting.

Skills/Abilities:

  • Strong knowledge of federal, state, and local affordable housing regulations.
  • Attention to detail and ability to interpret complex regulations and policies.
  • Ability to travel up to 30%
  • Proficient in Outlook, Teams, SharePoint, Adobe, Excel and management software (Yardi).
  • Strong communication and interpersonal skills to work with staff, tenants, and regulatory agencies.
  • Demonstrated proficiency and accuracy with numbers and details.
  • Ability to maintain an accurate record-keeping system.
  • Organized and able to prioritize multiple tasks.
  • Outstanding customer service.
  • Must be organized, detail oriented and have good time management skills.

Compensation and Benefits for Senior Compliance Specialist:


Pay Range:  $58,000 - $76,100 

Compensation is determined by several factors that vary depending on the position, including the individual’s experience, skills, and the knowledge they bring to the specific role.
