THE CODE COMPLIANCE DIVISION
The Code Compliance Division is a part of the Fire Department and follows an education-first, partnership-focused philosophy. The division sets clear expectations, provides practical timelines, and works with residents and businesses to achieve voluntary compliance. Major program areas include stormwater and environmental protection, including illicit discharges, fats, oils, and grease, and industrial waste; community quality of life, such as property maintenance, weeds, abandoned vehicles, and noise; and business and construction compliance, including licensing and permits, building and safety coordination, encroachments, and hillside and slope maintenance. Annual state-mandated multifamily housing inspections are a cornerstone program that protects habitability and life safety under the State Housing Law. Staff investigates complaints, conducts inspections, documents cases, drafts notices, holds office conferences, and prepares matters for hearings or warrants when needed. The Code Compliance Division partners closely with the community and other city departments to host community events and outreach to build trust and awareness. Employees within the division participate in ongoing professional training through the California Association of Code Enforcement Officers and other providers.

THE POSITION
Under general supervision, performs duties associated with assuring community compliance with municipal codes pertaining to public nuisances, zoning, occupancy, property maintenance, health and sanitation, building and safety, business licensing and permits, hillside slope maintenance, encroachments, illicit discharges/disposals, abandoned vehicles and noise abatement; State housing law for substandard buildings and State smoking law; ensures compliance with other State, County and Regional laws. Investigates complaints, prepares court cases, and performs related duties as required. Time is split between 60% field work among the elements and 40% office work. Employees in this class report to the Code Compliance Supervisor; no supervision is exercised. Employees in this classification could be required to work evenings, weekends, and/or holidays.

Additionally, the ideal candidate understands the principles and practices of municipal zoning and land use regulations; housing, building codes, and fire codes, and health laws, nuisance abatement, public safety, investigation, and research related to the enforcement of City codes.  Bilingual skills are highly desirable.

Minimum Qualifications

EDUCATION AND EXPERIENCE 
Any combination of experience and education that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the knowledge, skills, and abilities would be: 

  • Graduation from high school or equivalent and supplemental coursework in Administration of Justice, CA Health and Safety Regulations, or Building Trades. 
  • Previous municipal government code enforcement experience is highly desirable.
  • Completion of CACEO modules is highly desirable. 

LICENSE AND CERTIFICATES
  • A valid Class "C" California Motor Vehicle Operator's License is required at the time of appointment and as a condition of continued employment. 
  • Employees in this classification must obtain POST certification in P.C. 832 (Powers of Arrest) within six months of hire date.
