Primary purpose:
Tallgrass Energy is currently in need of one Air Permitting Specialist/Engineer to join our Houston based Capital Projects Team. Role will be focused on energy capital development projects (oil and natural gas, power, and alternatives). This role will report directly to the Senior Manager of Air Permitting.
Responsibilities
Essential duties and responsibilities
Lead preparation and development of:
- Air construction and operating permit applications/registrations.
- Emission estimates based on industry standards, vendor information, and site-specific information using approved State and Federal calculation methodologies.
- Understand existing regulations and continually review new and proposed regulations as they relate to company’s project portfolio and proposed project geographical locations.
- Evaluate air pollution control technologies, including economic and technical feasibility of air pollution control equipment.
- Familiarity with air quality impact analyses that may involve the use of air dispersion modeling software (SCREEN3, AERMOD, etc.).
- Provide technical consulting expertise and manage permitting consultants.
- Verify accuracy of emission calculations and estimates for routine emissions as well as maintenance, startup and shutdown emissions.
- Assist in development of permit matrices including scope of work, estimated cost and schedule for air permitting and compliance portions of projects.
- Communicate with the overall project team, properly relay critical permitting details, understand constructability concerns and needs and how permit constraints can affect construction, and provide pertinent updates during project meetings.
- Prepare and present professional internal and external stakeholder meeting presentations, as required.
- Formulate, plan and execute complex permitting strategies that keep all impacted internal and external stakeholders aligned on all project goals and objectives while ensuring scheduling and budgeting goals are maintained.
- Communicate project and permitting specifics with the internal stakeholders as necessary.
Qualifications
Minimum requirements:
Education:
- Bachelors or Masters degree in Chemical Engineering, Environmental Engineering, Environmental Science or related degrees strongly preferred. Other degrees will be considered if combined with experience in environmental permitting and compliance in the oil and gas industry.
Experience/Specific Knowledge:
- Preferred minimum of three years of experience in environmental permitting and compliance with demonstrable increase in responsibility and independence
- Direct management experience of permitting resources within a project execution environment preferred.
- Experience working in the energy industry (oil, gas, power generation).
- Experience working with state/federal/tribal environmental agencies.
Certifications, Licenses & Registrations:
- Must possess and maintain a valid driver’s license and a driving record satisfactory to the company and its insurers (for travel).
Competencies, Skills & Abilities:
- Strong familiarity with developing and maintaining spreadsheets and relational databases to track operating and emissions data.
- Working knowledge of air dispersion models (SCREEN3, AERMOD) and modeling practices.
- Experience in developing anticipated permitting schedules.
- Experience with SPCC regulations and rules is a plus
- Excellent oral and written communication skills.
- Strong problem-solving orientation; experience working in multi-disciplinary teams
- Willingness to travel to project sites (up to 25% travel anticipated).
- Familiarity with oil and gas processing, midstream, transmission, and terminal operations a plus.
- Familiarity with working within an independent project team structure with other groups and roles, such as land and engineering is mandatory.
- Strong time management skills and ability to successfully manage multiple tasks/projects with tight deadlines.
- Ability to manage multiple projects and is adaptable to change in project scopes.
- Experience and ability to manage internal and external resources.
- Create and implement development plans to motivate and facilitate the growth of internal resources.
- Create a culture of accountability within the organization to ensure all objectives are understood and aggressively adhered to.
- Although not required, experience and exposure to natural and cultural resources permitting (USACE, USFWS, FERC, etc.) is a plus.

Preferred Education, Experience, Certifications, Competencies, Skills & Abilities:
Above the minimum requirements, not required but advantageous in this position:
- Experience with midstream/pipelines and major capital project development preferred.
- Preferred experience in supporting construction compliance activities (Environmental Inspector management).
