GENERAL STATEMENT OF RESPONSIBILITIES:

 

The Clinical Applications Specialist is responsible for providing support on the daily interface between clinicians/Medical/Dental/Behavioral Health staff and the electronic medical records (EHR). The CAC will serve as a specialist/integrator in implementing and supporting multi-service clinical software applications used for the clinic EHR. This position will be responsible for deploying new portions of the electronic health record in specified clinical locations, consulting with the Information Technology Director and clinical departments in customizing software and altering workflow processes in the daily operation of the electronic health record.  The CAC also works with other application coordinators responsible for a broad range of activities surrounding the implementation of a comprehensive, standardized integrated health care information system.

 

SPECIFIC DUTIES AND RESPONSIBILITIES:

 

  1. Responsible for the implementation and support of multi-service software packages that automate the capture of clinical encounter information and its subsequent retrieval.

 

  1. Manages the customization of the site parameters and address integration issues with other software packages.

 

  1. Assists in the implementation of new software products obtained by the facility that cover these functions.

 

  1. Analyzes and evaluates processes related to information flow.

 

  1. Serves as the liaison between I.T., Program Managers, Clinical Directors, and Executive staff concerning these processes.

 

  1. Serves on SIHC teams, wherever and whenever management determines the skills and talents of the incumbent that would be best utilized, including but not limited to, Patient-Centered Medical Home (PCMH), Quality Improvement committees, and the Patient Experience Team.

 

  1. Acquires comprehensive knowledge of the software involved to determine what are procedural issues versus system/application deficiencies.

 

  1. Provides training to clinical staff on current software applications and new features, ensures training is scheduled for new users, and assists staff in the efficient use of the existing software.

 

  1. Emphasizes timeliness, accuracy, security, and the importance of these functions on every other SIHC application.

 

  1. Promotes an awareness of the importance of data validity and data security.

 

  1. Coordinates efforts to correct deficiencies and errors that occur in electronic health records.

 

  1. Coordinates with SIHC IT staff and other application coordinators to implement integrated packages, resolve conflicts, provide secondary support on related software modules, and ensure smooth operations in areas where package scope overlaps or is integrated with other services’ functions. 

 

  1. Coordinates resources with contractors, IHS, and other identified vendors.

 

  1. Logs all problems, referring those requiring a higher level of technical support to the appropriate person or team.

 

  1. Establishes effective interpersonal relationships with all levels of SIHC personnel.

 

  1. Promotes an atmosphere that encourages enthusiasm and user participation in clinical computing. 

  

  1. Creates a positive environment for reporting application and/or system deficiencies and suggestions for system improvements and enhanced functionality. 

 

  1. Assists with the maintenance, major database upgrades, and implementations of the Electronic Health Records Databases and systems.

 

  1. Develops and implements configuration management plans for each specified program as required and creates documentation within I.T. Knowledge Base.

 

  1. Ability to work a flexible schedule may be required based on need. 

 

  1. Performs other work-related duties as assigned

 

QUALIFICATIONS:

 

Education/Experience:  

  1. Associate Degree in Computer Science or a closely related field is preferred.

 

  1. A minimum of (4) years progressive experience working in healthcare information technology, information systems, or clinical applications and/or; A minimum of (2) years’ experience in a health care setting with direct patient care (clinical, nursing, etc.) is required.

 

  1. Experience serving as a liaison between groups within the organization, as an effective member of organizational teams and in coordinating software implementation projects. 

 

  1. Advanced computer skills including knowledge of software applications such as Microsoft Outlook, Teams, Word, Excel, PowerPoint, SharePoint, and be knowledgeable in the secure use of the Internet and email systems.

 

  1. Must be dependable, punctual, relate well with others, and able to meet deadlines.

 

  1. Must understand the Native American community and culture, as well as experience working with people from diverse ethnic groups and various backgrounds.

Must be 18 years of age or older.

 

Knowledge/Skills/Abilities: 

  1. Knowledge of and skill in applying Information Technology concepts, principles, methods, and practices to manage and troubleshoot clinical applications programs to support the EHR systems.

 

  1. Knowledge of quality assurance, performance improvement concepts, and operating principles related to an IHS and Urban Indian medical facility and considerable skill in applying this knowledge to the planning and accomplishment of automated work situations with specific emphasis upon an Electronic Health Record.

 

  1. Ability to apply analytical skills and computer applications necessary to manipulate information from numerous and complex databases.

 

  1. Ability to meet deadlines.

 

  1. Demonstrated ability to communicate effectively with peers and superiors, speak in front of groups, and communicate in written policies, procedures, memoranda, and training materials.  Ability to operate and communicate effectively while under pressure is essential.

 

  1. Extensive knowledge of a broad range of patient care activities, working knowledge of the medical clinic environment and how the different services and functions interact.
