SUMMARY OF POSITION
Under the direction of the Transportation Engineering Manager, develops or assists with the development of Citywide strategies for traffic infrastructure maintenance and improvements, including pavement markings, signage, street lighting, traffic signals, and ITS; assist in development of design criteria, standard details, and manuals; and provides technical assistance necessary for the operation and maintenance of the City's traffic signals, ITS, and street lighting systems

Position Duties

ESSENTIAL DUTIES AND RESPONSIBILITIES 

When Assigned to Graduate Engineer I

(Working under the direction of a Professional Engineer)

  • Assists with implementing Traffic CIP projects, traffic studies, and other safety improvement projects while working with contractors, consultants, and other city departments and/or state agencies.
  • Performs detailed review of construction plans, specifications, and estimates for traffic, transportation, CIP, and development projects.
  • Assists with preparing detailed work orders for installation, modification, and/or removal of traffic control devices; deployment of data collection devices including traffic counters and monitoring equipment; and deployment of radar speed trailers and changeable message signs by City forces.

When Assigned to Civil Engineer I
Duties of Graduate Engineer I carry over and are performed with minimal assistance, in addition to:
  • Performs proactive roadway safety audits to detect problems such as visibility obstructions, operational deficiencies, and other roadway safety concerns.
  • Directs and conducts appropriate traffic engineering investigations, surveys, and studies to justify the implementation of traffic safety projects and/or programs.
  • Reviews, recommends, designs, and implements roadway lighting systems.
  • Prepares detailed work orders for installation, modification, and/or removal of traffic control devices; deployment of data collection devices including traffic counters and monitoring equipment; and deployment of radar speed trailers and changeable message signs by City forces.
  • Effectively use and interpret traffic modeling software including but not limited to Synchro.
  • Ensures that existing and proposed traffic control devices meet the standards specified in the Texas Manual on Uniform Traffic Control Devices (TMUTCD).
  • Reviews, recommends, and implements traffic engineering improvements including changes to and application of City and State standards.
  • Conducts crash reviews at high crash locations and recommend countermeasures for implementation.
  • Prepares and reviews traffic studies including Traffic Impact Analysis, safety studies, operational analyses, etc.
  • Develops specifications and contract documents for procurement and purchasing of traffic-related goods and services.
  • Prepares and/or reviews traffic studies, construction plans, temporary traffic control plans and provides traffic engineering support for CIP, commercial and residential development projects.
  • Manage Consultant engineering projects; and contribute to the efficient and effective functioning of the Traffic/Transportation Engineering section.
  • Provides traffic/transportation engineering support to other departments in the city.
  • Complies with all written City policies and procedures.
  • Adheres to assigned work schedule as outlined in City and department attendance policies and procedures. 

When Assigned to Civil Engineer II
Duties of Civil Engineer I carry over and are performed independently, in addition to:
  • Conducts consultant selection procedures, including scope, definition, bidding, negotiation, and contract preparation and project administration.
  • Prepares written technical reports and makes presentations to City Council, subcommittees, and external agencies.
  • Work is performed with limited managerial direction. The supervisor provides the employee with assignments in terms of broad practice, precedents, policies, and goals. Work may be reviewed for fulfillment of program objectives and conformance with departmental policy, practice, and/or objective.
  • Provides traffic/transportation engineering support to other departments in the city.

When Assigned to Senior Engineer I 
Duties of Civil Engineer I & II carry over and are performed independently, in addition to:
  • Prepares construction documents and Contractor work orders for construction of traffic signals, ITS, and Illumination infrastructure.
  • Assists the Transportation Engineering Manager with developing City-wide fiber networks to the City’s traffic infrastructures.
  • Manages the City’s KITS Advance Traffic Management System (ATMS) for 100+ traffic signals locations as well as cameras system.
  • Monitors and evaluates traffic patterns in the field and develops recommendations to improve the flow of traffic during peak periods and responds to citizen requests related to traffic flow.
  • Provides engineering support for the traffic signal system, video traffic monitoring, communication systems, traffic signal timing plans, and operation of the Traffic Management Center.

When Assigned to Senior Engineer II
Duties of Civil Engineer I & II and Senior Engineer I carry over, in addition to:
  • Coordinates with the Transportation Engineering Manager in workload planning and scheduling for the Traffic/Transportation Section and ensuring adherence to such.
  • Develops and implements citywide strategies for traffic infrastructure maintenance and asset management.
  • Able to manage and program Intelight traffic signal controllers.
  • Assists the Transportation Engineering Manager in the supervision and guidance of the Traffic Control Group, including work assignments, financial management, and staff development.
  • Monitors trends in the development of innovative technical advances in the transportation industry and offers recommendations for implementation.

  • Know the materials, techniques, and equipment applicable to the area of specialization and the technical aspects of the field. Perform skilled coordinated movements, such as drafting on AutoCAD, utilizing drafting and engineering instruments and equipment.
  • Ability to research methods, analyze situations accurately and adopt an effective course of action.
  • Ability to know, interpret and explain the applicable laws, codes, regulations, standards, policies, and procedures as they relate to Civil Engineering and Traffic Engineering.
  • Ability to know and use engineering and legal professional language.
  • Ability to prepare and control the budget.
  • Communicate effectively both orally and in writing.
  • Able to effectively use interpersonal skills in a tactful, patient, and courteous manner.

  • Utilize a variety of advisory and design data and information, such as technical study reports, engineering drawings, budget printouts, zoning and subdivision codes, planning maps, engineering designs and city ordinances.
  • Ability to work from construction plans, shop drawings, and sketches, perform data entry, maintain records, and prepare reports.
  • Able to work independently with minimum supervision and meet schedules and timelines.

Minimum Qualifications

MINIMUM QUALIFICATIONS

Any work-related experience resulting in acceptable proficiency levels in the below Minimum Qualifications is an acceptable substitute for the below specified education and experience requirement.
 
When Assigned to Graduate Engineer I

  • Bachelor of Science degree in Civil Engineering or related field.
  • Engineer-in-Training (EIT) certificate
 
When Assigned to Civil Engineer I
  • Bachelor of Science degree in Civil Engineering or related field.
  • Professional Engineering (PE) License.
  • Four (4) years Civil Engineering experience in transportation and traffic engineering experience; or an equivalent combination of education, training, and experience.

When Assigned to Civil Engineer II
  • Bachelor of Science degree in Civil Engineering or related field.
  • Professional Engineering (PE) License.
  • Seven (7) years Civil Engineering experience in transportation and traffic engineering experience; or an equivalent combination of education, training, and experience.

When Assigned to Senior Engineer I
  • Bachelor of Science degree in Civil Engineering or related field.
  • Professional Engineering (PE) License.
  • Ten (10) years Civil Engineering experience in transportation and traffic engineering experience; or an equivalent combination of education, training, and experience.

When Assigned to Senior Engineer II
  • Bachelor of Science degree in Civil Engineering or related field.
  • Professional Engineering (PE) License.
  • Thirteen (13) years Civil Engineering experience in transportation and traffic engineering experience; or an equivalent combination of education, training, and experience.
 
CONDITIONS OF EMPLOYMENT
  • Must pass a drug screen and background check.
  • Must have Class C Texas Driver’s License

Other Qualifications

PHYSICAL DEMANDS
Tasks involve the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard or workstation. Some tasks require visual and sound perception and discrimination and oral communications ability.
 
WORK ENVIRONMENT
