Purpose Statement

 

The job of an IT Program Manager is done for the purpose/s of facilitating multiple projects in the collaboration between IT staff/teams, other departments, campuses, and vendors to ensure operational efficacy while maintaining appropriate security and data privacy. This role is crucial in the implementation, maintenance, training, and communication of district programs and initiatives.

 

This job reports to the Director of Information Technology or Designee.

 

Essential Functions

 

Facilitates project collaboration among various district departments (e.g., Curriculum, Assessment, Professional Development, Marketing and Communication, Special Education, Gifted, Facilities, Language Acquisition, etc.), campuses, and external vendors for the purpose of ensuring seamless program implementation and efficient operations.

 

Manages and oversees the lifecycle of various district projects from inception to completion, including planning, execution, monitoring, and closure, for the purpose of achieving project and program objectives within defined parameters.

 

Develops and implements communication strategies to ensure all stakeholders are informed of project(s) progress, changes, and requirements for the purpose of fostering transparency and engagement.

 

Assists in the identification, evaluation, and implementation of new technologies and systems that align with district goals, for the purpose of enhancing operational efficiency and educational outcomes.

 

Assists in the adherence to district policies, state, and federal regulations and PV practices regarding data security and privacy frameworks (e.g., FERPA, NIST, CIPA, HIPAA) in all project/program initiatives, for the purpose of protecting sensitive information and sustaining operations.

 

Assists in the development and delivery of training to staff, students, and other stakeholders on systems, software, and operational procedures, for the purpose of maximizing safe user adoption and proficiency.

 

Troubleshoots and resolves complex project-related issues, escalating to appropriate personnel when necessary, for the purpose of minimizing disruption and maintaining operational continuity.

 

Oversees the creation and maintenance of project documentation, including plans, progress reports, and user manuals, for the purpose of providing clear guidance and historical records.

 

Manages vendor relationships, including contract negotiations, service level agreements, and performance monitoring, for the purpose of ensuring high-quality services and cost-effectiveness.

 

Other Functions

 

Performs other related duties as assigned for the purpose of ensuring the efficient and effective functioning of the work unit.

Skills, Knowledge and Abilities

 

SKILLS are required to perform multiple, technical tasks as described in the Essential Functions with a need to occasionally upgrade skills in order to meet changing job conditions. Specific skill based competencies required to satisfactorily perform the functions of the job include: advanced project management, strong interpersonal communication, problem-solving, and conflict resolution; preparing and maintaining accurate records; utilizing pertinent software applications including project management tools.

 

KNOWLEDGE is required to perform algebra and/or geometry; read technical information, compose a variety of documents, and/or facilitate group discussions; and solve practical problems. Specific knowledge based competencies required to satisfactorily perform the functions of the job include: project management methodologies (e.g., Agile, Waterfall), data security and privacy regulations in an educational setting, enterprise-level systems, and software applications.

 

ABILITY is required to schedule activities; often gather, collate, and/or classify data; and use job-related equipment. Flexibility is required to work with others in a wide variety of circumstances; analyze data utilizing a variety of complex processes; and operate equipment using standardized methods. Ability is also required to work with a wide diversity of individuals; work with data of varied types and/or purposes; and utilize specific, job-related equipment. Problem solving is required to analyze issues and create action plans. Problem solving with data may require independent interpretation; and problem solving with equipment is limited to moderate. Specific ability based competencies required to satisfactorily perform the functions of the job include: operating standard office equipment; planning and managing complex projects; preparing and maintaining accurate records; work in flexible shifts, including but not limited to evenings, nights, weekends and holidays; utilizing pertinent software applications.




Responsibility

 

Responsibilities include: working under limited supervision following standardized practices and/or methods; leading, guiding, and/or coordinating others; utilization of some resources from other work units may be required to perform the job's functions. There is some opportunity to impact the organization’s services.

 

Work Environment

 

The usual and customary methods of performing the job's functions require the following physical demands: some lifting, carrying, pushing, and/or pulling, some stooping, kneeling, crouching, and/or crawling and significant fine finger dexterity. Generally the job requires 80% sitting, 5% walking, and 15% standing. This job is performed in a generally clean and healthy environment.

 

Experience: Job related experience with increasing levels of responsibility in project management, preferably within an educational setting, is required.

 

Education: High school diploma or equivalent. Bachelor's degree in a related field is preferred.
