MINIMUM QUALIFICATIONS:
Must possess a Bachelor's Degree in public administration, construction management, project management, or related field; and at least three (3) years of experience in capital asset management, construction management, project management and/or related experience with buildings and grounds.
Minimum of three (3) years of experience in a supervisory role or in a position with responsibility for leading, coordinating, or directing the work of others.
Must possess a valid driver's license and be able to drive in the state of Minnesota.

ALTERNATIVE MINIMUM QUALIFICATIONS:
Possession of an Associate's Degree in related design and construction field; and at least five (5) years of progressively responsible experience in areas such as capital asset management, construction management, project management, and/or related experience with buildings and grounds may be substituted for education.
Any satisfactory equivalent combination of education, training, and experience that demonstrates the knowledge, skills, and abilities to perform the duties of the job proficiently may be substituted for the above requirements
Nature of Work:
This position provides project management oversight for new, remodeling, and repair of existing facilities. Establishes and administers construction related contracts, project budgets, and provides managerial oversight for all project activities. Monitors, inspects and coordinates work performed by contractors to ensure compliance. Plans, develops and recommends long-range capital improvements, renovations or replacements along with related cost estimates. Develops and implements preventative maintenance programs and schedules for facilities, including parking district. Designs, develops and implements programs for energy efficiency, building security, and building safety.

Position Duties
PRIMARY ESSENTIAL WORK FUNCTIONS:
- Directs, plans, organizes, and coordinates projects and activities related to city facilities, including contractual service agreements.
- Manages and coordinates construction projects and priorities related to facilities while working with the designated internal or external customer.
- Negotiates and administers contracts, agreements and other transactions with other organizations.
- Manages project budgets, reviews construction reports, and coordinates project progress meetings.
- Responsible for construction contract management, monitoring projects, and communicating progress.
- Prepares Request for Proposals (RFPs) for professional services related to preparation of plans and specifications and provides specialized project administration.
- Evaluates bids for construction, major repairs, and asset preservation projects; and makes recommendations for contract awards.
- Develops service agreements with the designated contact person(s) for each city facility in regards to the building, grounds, maintenance and service.
- Coordinates and communicates with designated building leads during projects.
- Prepares and maintains the annual budget for the Parking and Special Service Assessment Districts, presents recommended budget to Director of Construction & Facilities Services and at the annual district meeting, authorizes operating and capital expenditures, and reports on the status of project funding.
- Develops capital improvement and maintenance plans for parking ramps and surrounding areas.
- Serves on internal and external task forces or committees related to capital improvement planning, facility accessibility, asset preservation, energy efficiency, and safety.
- Assists in developing feasibility and cost studies and technical specifications for facilities modifications that improve energy efficiency.
- Analyzes data to predict and plan for future building maintenance, renovation/replacement needs, and prepares cost estimates.
- Ensures facility compliance with all local, state, and federal regulations, including the ADA.
- Supervises assigned personnel, conducts performance evaluations, and makes recommendations for appropriate employment action.

Externally – General public contractors, Blue Earth County, Minnesota Department of Transportation (MnDOT), consultants, private utility companies, property owners, and community members
Supervision: 3 direct reports

Minimum Qualifications
CONDITIONS OF EMPLOYMENT:
- Must possess a valid driver's license and be able to drive in the state of Minnesota.
- Must successfully complete a background examination, pre-employment assessment, fingerprinting, physical, and drug test.
- Must pass a Bureau of Criminal Apprehension (BCA)background check and successfully pass the required BCA Criminal Justice Information Services Security Awareness Training test.
- Physical ability and mobility to negotiate and inspect all types of construction sites as work demands dictate.
- Must comply with organizational and departmental policies.
- Must comply with data practices policies and standards relative to not public data. Any access to not public data should be strictly limited to accessing the data that are necessary to fulfill the employment responsibility. While data are being accessed, incumbent should take reasonable measures to ensure the not public data are not accessed by individuals without a work reason. Once the work reason to access the data is reasonably finished the not public data must be properly stored according to city policy and the Minnesota Statutes.
- Safety Sensitive Notice. This is a safety sensitive position which requires cannabis pre-employment drug testing. Safety sensitive position means a job, in which an impairment caused by drug, alcohol or cannabis usage would threaten the health and safety of any person.
Other Qualifications
Typical working hours for this position are Monday-Friday, 8:00 a.m. to 4:30 p.m., and outside of regular business hours as necessary.
