POSITION SUMMARY
Under the supervision of the Pottawatomie County Road & Bridge Supervisor, the Heavy Equipment Foreman - Equipment Operator III is a non-exempt position under FLSA. This position provides direct supervision the Heavy Equipment operators and performs construction and/or maintenance of roads and drainage structures. Responsible for four heavy equipment operators (including self), department heavy equipment, crew service truck and other equipment and tools as assigned.
ESSENTIAL FUNCTIONS (required)
- Provides daily supervision of the heavy equipment crew; plans, assigns, supervises, and inspects the work of three to four workers.
- Plans projects and schedules resources accordingly.
- Reads and interprets project plans and grade stakes. Communicate instructions to other operators to ensure projects are constructed according to the project plans.
- Relays communications and directives from Road Supervisor and Assistant Road Supervisor to other equipment operators.
- Ensures compliance with department safety policy and practices, personal protective equipment, and driving habits.

- Oversees maintenance schedules of equipment. Ensures daily inspections, communicates maintenance/repair needs to Shop Clerk, and coordinates operator-performed maintenance work with Shop Foreman.
- Facilitates new operator training, provides instruction on department policies, equipment operation, and road construction/maintenance practices.
- Participates in project planning and scheduling.
- Ensures monthly: fire extinguisher inspections, equipment cleanliness, service book updates.
- Operates light and heavy equipment such as a crane, loader, motor grader, mower, roller, tractor, backhoe, chain saw, sheep foot, high loader, water truck, bobtail, wench truck, broom, dump truck, semi-tractor and trailer, implement tractor and other light and heavy equipment;
- Regular and predictable attendance required;
- Performs road and bridge construction and maintenance work, including site clearing, cut and fill operations, excavation, rough and finish grading, soil compaction, road bed construction and preparation, drainage structure installation, rip-rap and other erosion control material placement;
- Provides snow and ice removal during inclement weather;
- Maintains daily labor and equipment records;
- Performs maintenance and repairs on assigned equipment;
- Reports equipment problems to the shop;
- Maintains a safe work site;
- Ensures positive relations with public and staff;
- Works with public to explain project details, answer questions, provide timelines for completion.
MARGINAL FUNCTIONS:
- Maintains daily labor and equipment records;
- Transfers equipment to the job site;
- Performs other duties as deemed necessary or assigned;
- Assists other departments as needed.

WORKING CONDITIONS AND PHYSICAL REQUIREMENTS

KNOWLEDGE, SKILL AND ABILITY
Considerable knowledge of the materials, equipment, methods and practices essential to the maintenance and construction of roads and drainage structures is required. Employee shall possess the ability to plan, organize and supervise the work of subordinate personnel. Excellent supervisory, interpersonal, communication and organizational skills required. This position requires knowledge of safe and proper operation of heavy equipment for training new personnel. Employee must have the ability to read and interpret project plans, survey and grade stakes, documents such as safety rules, operating and maintenance instructions, and procedure manuals and to write routine reports and correspondence. This position requires the ability to manage, supervise and direct employees, resolve conflicts and to work with the public. Employee must possess the ability to organize and schedule personnel, equipment and materials to ensure efficient workflow and to recognize problem areas and then use existing knowledge and experience to correct them in a timely manner. Employee shall be able to operate excavators, cranes, tractor-trailers, loaders, rollers, earthmovers, motor graders, bulldozers and other departmental equipment efficiently and safely. Employee shall have the ability to make minor repairs and adjustments to assigned equipment.

The work involves tasks that require special knowledge. The employee is expected to adequately address problems and unfamiliar situations as required.
DECISION MAKING
Daily planning of work requires considerable judgment to utilize labor, equipment and materials efficiently. In most cases an employee takes the obvious course of action but in some situations different options must be considered and an independent decision made to successfully complete the project.
SUPERVISION/ACCOUNTABILITY
This position works independently with little direct supervision from the Road Supervisor. This employee exercises supervision of subordinate personnel. Employee is directly responsible for departmental equipment and resources, but does not participate in
the annual budget process. Employee is responsible for daily record keeping for cost accounting purposes.
PERSONAL RELATIONS
Daily contact with co-workers, general public and supervisory personnel is expected.
EDUCATION/TRAINING/EXPERIENCE
A high school diploma, GED, or equivalent, plus graduation form a vocational school is preferred. A valid Class A, Kansas Commercial Driver’s License (CDL) with the appropriate endorsements is required at the time of employment. One to two years of
similar or related experience is preferred. Employee is expected to have acquired the necessary information and skills to perform the job reasonably well within six months of employment.
