About the Department
Position Duties
- Advises managers and employees on state and federal employment regulations, collective bargaining agreements, benefits and compensation plans and policies, human resources procedures and classification programs.
- Investigates and responds to all EEOC complaints; investigates internal, informal complaints of discrimination.
- Under general supervision organizes, develops and applies comprehensive recruitment programs. Analyzes effectiveness of program upon completion; recommends changes as appropriate.
- Reviews performance evaluations for compliance with City standards; takes action as appropriate.
- Prepares responses to claims for unemployment compensation and represents the City at appeal hearings.
- Participates in research, analysis, preparation and presentation of reports and supplemental documents related to labor activities for use in collective bargaining proceedings; may act as a member of the City's collective bargaining team.
- Assists in the resolution of labor matters and conflict resolution through labor/management meetings, discussion, and grievance hearings.
- Assists with overseeing the Citywide grievance and appeals functions on all matters, including wages, hours and working conditions, which may include performance evaluation appeals, attendance, disciplinary action, compensation, discrimination formal and informal complaints, management rights issues, scheduling overtime issues, etc.
- Drafts contract language to communicate intent of City's contractual proposals, costs out City and union contract proposals.
- Researches and analyzes compensation trends and practices in the public and private labor market.
- Researches job and workers' requirements, structural and functional relationship among jobs and occupations and occupational trends.
- Receives a variety of classification requests; discusses duties and responsibilities of positions under review through field audit; advises Human Resources Director of alignment effects of given classification requests on other positions, overlapping functions or organizational development problems; prepares audit reports with recommendations for appropriate action.
- Acts upon requests for establishment of new classification titles or for study of existing series of classifications to determine if current occupational title and pay ranges are appropriate; plans and conducts occupational studies of such classes by review of previous allocations and relevant classification specifications, conducts field audits and discussions with supervisors and incumbents concerned, prepares comprehensive reports of findings and recommendations for titles and pay.
- Drafts detailed narrative classification specifications for a variety of positions including specifications for new classifications; keeps abreast of need for changes as occupational changes occur.
- Audits non-routine personnel actions for appropriate pay determination, accuracy of status and anniversary dates and related information; informs the Human Resources Director when corrections are needed and takes action as directed.
- Analyzes classification and compensation structure within the City to ensure internal equity; evaluates the full range of complex management, administrative, professional and rank and file positions for proper classification in terms of series, title and grade, makes recommendations as appropriate.
- Conducts ad-hoc wage and hour audits in accordance with federal guidelines and implements and monitors wage and hour compliance with the Fair Labor Standards Act. Drafts standard compliance operating procedures accordingly.
- Performs other related duties as assigned.
Minimum Qualifications
- Bachelor's degree in public administration, business administration, human resources management or in a course of study related to the occupational field.
- Three years of experience relevant to the major duties/essential functions of the position, preferably in the public sector. Part-time experience will be prorated.
- Two (2) years of supervisory experience
Physical Requirements:
- The work is typically performed while sitting at a desk or table.
- The work is typically performed in an office.
