About the Department
Provides strategic technology leadership through the development and execution of communications and information technology (IT) initiatives that reinforce organizational effectiveness. Enhances Pueblo County’s ability to deliver world-class services to the constituents in a dynamic, changing environment. Applies innovative solutions to ensure the stability, efficiency, and scalability of all County information technology and communication systems. Leads all planning, coordination, and evaluation efforts of digital functions across multiple departments. Oversees the operations across information technology, communications, and business administration platforms. Safeguards the integrity of all electronic and optical records through effective system reviews, data management practices, and technology-driven workflows. Defines long-term direction for the enterprise technology and communication systems. Simplifies the seamless integration of data, systems, and new system developments. Plays a pivotal role in aligning technical capabilities with core business functions to support daily operations and advance organizational strategies.

Position Duties
Exercises direct, first-level supervision of positions, employees, operations, and activities within a main or branch office; Includes coordinating staff training, assigning and reviewing work, participating in the interview and selection process, making recommendations impacting pay, status, and disciplinary action, and evaluating performance independently or in conjunction with a higher-level. Supervisor/Manager and approving time off. Responsible for the completion, accuracy, and distribution of staff timesheets. Develops, plans, implements and administers department goals and objectives as well as policies and procedures necessary to provide a full range of information technology services including software application services (software and GIS), technology support services (computer and network operations, communications and output and mail center) and business administration services (imaging center, records management and accounting) in support of the mission, goals, policies, procedures and programs of the County. Analyzes requirements and assists in preparing department budget requests and proposed fiscal year work plans for personnel, operations, hardware, capital, and training in support of IT; oversees and directs division/department budgets. Supervises professional, technical, and clerical staff in the programmatic and operations of the Information Technology Department; directs, motivates, delegates, and empowers teams in the successful performance of their tasks and responsibilities while also encouraging innovation. In coordination with the Board of County Commissioners and/or County Manager, approves and coordinates all major projects related to the selection, acquisition, development, and installation of communications and information technology systems for the County. Acts as a key and active participant in the strategic planning process for the enterprise, developing, supervising, coordinating, guiding, and maintaining IT strategic and operational plans that support the overall mission and business strategy of the County government. Facilitates departmental objectives by planning and implementing strategies that ensure customer satisfaction, system availability, service levels, and performance criteria support. Provides leadership on IT issues for the organization by working with Divisions, Departments, and Elected Offices, by analyzing and forecasting County needs for information technology systems. Provides advice, guidance, and technical assistance to the Board of County Commissioners and County Manager about current developments in the areas of information technology systems. Fosters and sustains effective working relationships with all County divisions, departments, and elected officials' offices to improve communication and facilitate the coordination of activities across County divisions, departments, and with external agencies and organizations. Assists other directors and staff in the evaluation and selection of information technology systems, communications systems, equipment, software, and services. Provides advice for evaluation, selection, implementation, and maintenance of information technology systems and communications systems, ensuring appropriate investment in strategic and operational systems; maintains up-to-date knowledge and contact with communications and information technology systems suppliers, peer organizations and academia and maintains knowledge of current technology, equipment, prices and terms of agreements to minimize the investment required to meet established service levels. Develops, prepares, administers, and enforces written information technology policies and procedures to protect enterprise IT assets, ensuring the integrity, security, and privacy of information entrusted to or maintained by the enterprise. Negotiates and develops service levels with user organizations while monitoring systems and service performance to ensure that service levels are maintained. Participates in meetings with the County Board of Commissioners, the County Manager, the Senior Management Team, staff members, the public, and relevant private agencies as appropriate. Additionally, serves as a representative of the division on various task forces, committees, and study groups. Engages in comprehensive research, prepares detailed reports, and delivers presentations in both oral and written formats, including memos and other documentation. - Performs additional tasks as assigned, including filling in for other staff as necessary and/or required.
Minimum Qualifications
EDUCATION:
- Bachelor’s Degree in Computer Science, Computer Information Systems, Public Administration or Business Administration, or related field required
- Master’s Degree in Computer Science, Computer Information Systems, Public Administration or Business Administration, or related field preferred
EXPERIENCE:
- Minimum of ten (10) years or more of direct experience in an IT environment required
- Minimum Five (5) years or more of management-level supervisory and leadership responsibilities, including strategic planning, budgeting, and personnel management required
CERTIFICATIONS/LICENSES:
- Criminal Information Justice Systems (CJIS) Certification from an accredited program or course required - current or obtained with 60 days of hire
- Information Technology Infrastructure Library (ITIL) Certification from an accredited program or course preferred
- Project Management Professional (PMP) Certification from an accredited program or course preferred
- Certified Information Systems Security Professional (CISSP) from an accredited program or course preferred
- Certified Information Security Manager (CISM) from an accredited program or course preferred
