Description

 Loch Harbour Group, Inc. is seeking a highly experienced Program Manager (Contingent Upon Award) to support a government client in the Philadelphia area. The Program Manager will serve as the overall program lead and primary interface with government customers, ensuring technical and administrative program requirements are met with excellence. This is a Key Personnel role that requires strong leadership, program management expertise, and proven experience in information assurance.


Key Responsibilities

  • Serve as the primary interface with government stakeholders, providing strategic oversight and program direction.
  • Lead, manage, and mentor a team of IT and cybersecurity professionals, ensuring alignment with contract requirements.
  • Oversee the planning, execution, and delivery of program objectives, maintaining compliance with Navy and DoD standards.
  • Manage budgets, schedules, staffing, and performance metrics to ensure successful contract execution.
  • Provide program status updates, reports, and briefings to government leadership.
  • Ensure integration of information assurance practices across program activities.
  • Support risk management, resource planning, and process improvements to enhance program performance.

Requirements

 Required Qualifications:

Education: 

  • Bachelor’s degree in Computer Science, Information Technology, Communications Systems Management, or a related STEM discipline, or 
  • Project Management Professional (PMP) certification.  

Experience: 

  • Minimum of 10 years’ experience managing IT teams, with responsibility for program leadership and direct customer interface.  
  • At least 5 years of experience in information assurance (IA) within IT or cybersecurity programs.  

Additional Requirements:

  • U. S. Citizen 
  • Active Secret clearance 
  • Interim Secret acceptable at award

Desired Skills:

  • Strong leadership and communication skills with the ability to brief senior government officials.  
  • Expertise in DoD cybersecurity standards, RMF processes, and compliance requirements.  
  • Proven experience in managing large, complex programs with geographically dispersed teams.  
  • Ability to balance technical execution with business and contractual requirements.  

 

Travel Required:

Up to 20% travel required
