About the Department

The Transportation Environmental Resources Specialist Trainee will report to the District Maintenance Office. This position carries out entry-level professional tasks related to acquiring, preserving, managing, and enhancing the state's environmental and natural resources. The role involves applying scientific principles, laws, regulations, and program planning techniques in areas such as grants and contract administration, environmental management, program development, education, monitoring, and compliance, as well as history and archaeology. The trainee supports the planning, organization, and implementation of statewide or regional specialty programs. The work is reviewed and approved by a senior or managerial staff member. Travel across challenging terrain and in bad weather may be necessary.  Performs related work as required.

Position Duties

• Assists higher-level specialists in the collection and review of scientific data related to environmental/natural resources quality; assists in preparing detailed statistical/narrative reports.
• Conducts field inspections to identify pollution sources, monitor contract activities, and assess environmental/natural resources quality impact.
• Collects data, composes, and compiles statistical and narrative reports relating to operational and comprehensive plans.
• Consults on the development of grants, grant proposals, and programs relating to the area of assignment.
• Implements and monitors programs supported by planning agency grants.
• Performs site examination of land to determine land-use feasibility.
• Processes leases and agreements of rights-of-way for surface and mineral lands and improvements.
• Schedules and participates in public meetings to explain the environmental impact of a proposed project or environmental permit.
• Participates in resistivity and seismic surveys.
• Composes correspondence and memoranda.
• Personal contacts may include individuals or groups from outside the Division of Highways or the Department of Transportation. Certain meetings or conversations may take place outside of the agency in a somewhat unstructured setting.
• Travel may be required; therefore, a valid driver’s license is required.

Minimum Qualifications

• Knowledge of environmental/natural resource laws and regulations.
• Knowledge of the principles, practices, and objectives of the various phases of planning.
• Knowledge of the socio-economic factors involved in state, regional, and community planning.
• Ability to collect, analyze, and evaluate data and technical information in the area of assignment.
• Ability to present results of research effectively in oral, written, or graphic form.
• Ability to analyze planning problems and to recommend an effective course of action.
• Ability to communicate effectively with a wide variety of individuals, both verbally and in writing.
• Ability to work on NEPA documents with full oversight.

Other Qualifications

REQUIRED TRAINING/EDUCATION 

  • Bachelor’s degree from a regionally accredited college or university with a major in environmental studies, anthropology, geography, archaeology, natural science, geology, biology, chemistry, physics,  engineering/engineering technology, or a related field.
  • Substitution: Full-time or equivalent part-time paid technical or paraprofessional experience in the acquisition, preservation, protection, and enhancement of environmental/natural resources may be substituted for the required training/education through an established formula. 

REQUIRED EXPERIENCE

  • This is the entry-level classification in this series. No experience is required.
Note: Successful completion of a NEPA training class is required within 6 months of employment.
