General Definition of Work

Performs difficult skilled technical work managing the NC state testing program, and related work as apparent or assigned. Work is performed under the limited supervision of the Director of Accountability Services and school principal.

 

Qualification Requirements

  • Associate degree in Business Administration or related field preferred.
  • Thorough knowledge of general office practices and office machines.
  • General computer knowledge required with minimum typing speed of 45 wpm.
  • Thorough knowledge of the principles, practices and procedures of student testing, evaluation, and research.
  • Thorough knowledge of statistical methods and procedures.
  • Ability to compose internal and external correspondence with good working knowledge of grammar and vocabulary.
  • Comprehensive knowledge of the software used in school testing and assessment.
  • Comprehensive knowledge of test handbooks and manuals.
  • Ability to meet the public effectively.
  • Highly well organized and can work well under pressure.
  • Ability to establish and maintain effective working relationships with similar professionals, school officials, school staff, and public.
  • Ability to read, evaluate and interpret data.

Essential Functions

  • Receive, prepare and maintain testing records and files.
  • Responsible for receiving, securing and redelivery of state testing materials.
  • Acquire and coordinate proctors and test administrators for system testing dates.
  • Organize and conduct school-site training for test administrators and proctors.
  • Point of contact for staff, students and parents concerned with state testing requirements.
  • Advise school staff of testing dates, student participation, class relocations, material requirements and schedule adjustments.
  • Notify students and parents of testing requirements, procedures, and results.
  • Builds member files from NCWISE (NC Window of Information on Student Education).
  • Provides testing rosters, by course and period for high school, by homeroom for middle school.
  • Pre-codes headers and answer sheets for paper/pencil test by course and period for high schools, by homeroom for middle schools.
  • Creates electronic files for bulk loading students into NCTest (NC Online Testing Program).
  • Conducts test processing: scans answer sheets and downloads testing files from NCTest for processing in WinScan (NC scoring program); processes data in WinScan.
  • Provides testing results to schools.
  • Provides schools with regular and requested rosters or reports related to testing.

 

  • Provides individual student reports and labels to school for distribution and filing.
  • Reviews, researches, and corrects errors in the scan files.
  • Uploads testing files to the State's secure file transfer client.
  • Provides data files to Data Analyst.
  • Reviews submissions to the Online Test Irregularity Submission System and determine if a misadministration.
  • Maintains NC data collection systems.
  • Attends meetings, conferences and trainings and disseminates information to personnel.
  • Performs program updates to state computer programs, WinSan and ABCTools, for testing computers.
  • Performs uploads and downloads as required in the Data Collection Schedule.
  • Trains associates in the use of the WinSan program to scan, process and run reports; trains associates in the use of the ABCTools program for pre-coding answer sheets and testing headers; trains associates and school personal in the use of the NC Education Moodle.
  • Manages roles assigned in NC education for school system staff.
  • Monitors and disseminates information provided through the Testing News Network.
  • Processes the enrollment headcount.
  • May work with receptionist to receive incoming calls and greet office visitors.
  • May assist with office machine maintenance.
  • May assist with coordination of substitute placement.
  • Perform all other related tasks as required.

Physical Requirements

  • This work requires the occasional exertion of up to 50 pounds of force.
  • Work regularly requires sitting, speaking, or hearing, using hands to finger, handle or feel and repetitive motions and occasionally requires standing, walking, climbing, or balancing, stooping, kneeling, crouching or crawling, reaching with hands and arms, pushing or pulling and lifting.
  • Work requires close vision, ability to adjust focus and color perception.
  • Vocal communication is required for expressing or exchanging ideas by means of the spoken word.
  • Hearing is required to perceive information at normal spoken word levels.
  • Work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, operating machines and observing general surroundings and activities.
  • Work has no exposure to environmental conditions.
  • Work is generally in a moderately noisy location (e.g., business office, light traffic).

 

Special Requirements

Technology based training will be provided.
