Join our Vienna Team!   The Town of Vienna is a vibrant community in Fairfax County, about 15 miles west of Washington, DC.  

The Revenue Analyst is responsible for administering the Town’s real estate revenue program, including billing, collections, and reconciliations. In addition, the position provides support across multiple revenue streams including business licensing, cashiering, and water and sewer billing, to ensure accuracy, efficiency, and excellent customer service. This position plays a key role in safeguarding Town revenues, maintaining compliance with applicable laws and ordinances, and delivering consistent service to residents and businesses.

Work Schedule:
Monday through Friday 8:00 AM - 4:30 PM (Flexible)

Position Duties

The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary.
 
Essential Functions:

  • Administers the Town’s real estate tax program, including semi-annual billing, account maintenance, reconciliations, and customer service.
  • Processes and verifies real estate assessments, abatements, transfers, and adjustments, including revitalization tax exemptions, tax deferrals, and tax relief exemption adjustments in accordance with Town ordinances and State law.
  • Verifies and processes property ownership changes and adjusts parcel records and bills as required.
  • Assists with business licensing processes, including intake, review, renewals, and customer inquiries.
  • Provides backup cashiering support, including accepting payments, issuing receipts, balancing cash drawers, and preparing daily deposits.
  • Assists with utility billing (water & sewer) functions such as account updates, adjustments, and collection activity.
  • Ensures accuracy and compliance of all transactions with Town policies, State regulations, and generally accepted accounting practices.
  • Maintains complete and accurate records; prepares reports, reconciliations, and analysis as needed for management and audit purposes.
  • Provides exceptional customer service by responding to inquiries from residents, businesses, and internal stakeholders.

Additional Duties:
  • Supports cross-training efforts within the Revenue & Treasury division to ensure coverage and continuity of service.
  • Participates in process improvement and system enhancement projects, particularly in revenue-related modules of the ERP system.
  • Assists with revenue-related audits and internal control reviews.
  • Performs other duties as assigned to support the Finance Department’s mission and operations.

Performs sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a regular and recurring basis or sustained keyboard operations.

Minimum Qualifications

  • Education: Bachelor’s degree in Accounting, Finance, Business Administration, Public Administration, or related field.
    • An equivalent combination of education, training, and directly related experience may be considered in lieu of a degree.
  • Experience:
    • At least 2 years of experience in accounting, revenue administration, or municipal finance preferred.
    • Experience in real estate, utility billing, tax administration, or licensing is highly desirable.
  • Knowledge, Skills, and Abilities:
    • Strong analytical and reconciliation skills.
    • Knowledge of governmental revenue processes, billing, and collections.
    • Familiarity with local government tax administration and related laws/regulations.
    • Proficiency in Microsoft Office Suite and financial/ERP systems.
    • Strong communication and customer service skills, with the ability to explain complex information clearly.
    • Ability to work independently, manage multiple priorities, and maintain confidentiality.
