About the Department
Provides executive direction to Metro's overall procurement activities; executes Board adopted policies through implementation of agency-wide procurement procedures, while providing leadership direction to the Vendor/Contract Management (V/CM) department; advocates for, and supports, the small business community; and fosters an environment of empowerment through collaboration with internal and external clients to problem solve and meet and exceed expectations.

Position Duties
- Manages, directs, and evaluates all Metro procurement activities; provides leadership, plans and sets priorities, implements agency-wide goals and objectives, and determines the most effective methods for carrying out the day-to-day and long-term procurement activities
- Executes agency-wide contracting authority as delegated by the Chief Executive Officer (CEO)
- Exercises full breadth of authority through contract formation, partnering, administration, and resolution of disputes and claims
- Takes a leadership role with respect to performance and utilization of Metro's procurement resources
- Provides assistance to formulate and implement procurement standards, procedures, and guidance in accordance with local, state, and federal requirements; provides assistance to manage the Metro Board Approved Procurement Policy and Procedures manual
- Recommends innovations and cost avoidance procurement methodologies when appropriate
- Consults and advises management staff and the Board of Directors in procurement or material management activities and issues
- Oversees and directs staff regarding policy direction, establishing goals, major priorities, and advising internal customers in the development of planning and strategies and resolution of major problems
- Directs the creation and maintenance of an atmosphere which promotes positive human relations and open communication between employees and supervisors
- Ensures employees are given a real and continuing opportunity to influence their work environment, contribute to the accomplishments of the organization, and participate in discussions related to the methods of work accomplishments
- Provides mentoring, training, and continuous professional development for all employees
- Develops and leads the implementation of goals, objectives, policies, procedures, work standards, and long- and short-range planning efforts
- Monitors developments related to assigned areas, evaluates their impact upon Metro operations and recommends and implements policy and procedural improvements
- Adheres to and monitors compliance with Metro's policies, procedures, budget, goals and objectives
- Communicates Metro's safety vision and goals; oversees the implementation of agency and departmental safety rules, policies, and procedures; and maintains accountability for safety performance of all assigned employees
Minimum Qualifications
A combination of education and/or experience that provides the required knowledge, skills, and abilities to perform the essential functions of the position. Additional experience, as outlined below, may be substituted for required education on a year-for-year basis. A typical combination includes:
Education
- Bachelor's Degree in Business, Public Administration, or a related field; Master's Degree in Business Administration, Public Administration, or a related field preferred
- Eight years of relevant senior management-level experience in transit industry public procurement
- A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions preferred
- Professional certification from National Contract Management Association (NCMA), American Production and Inventory Control Society (APICS), Institute for Supply Management (ISM), or equivalent preferred
Preferred Qualifications
Preferred Qualifications (PQs) are used to identify relevant knowledge, skills, and abilities (KSAs) as determined by business necessity. - Experience procuring and negotiating different types of contracts, including professional services, Architectural and Engineering, fixed price, cost reimburseable, time and material
- Experience managing complex, high-volume procurements involving critical and sensitive requirements.
- Experience utilizing various software systems, including Oracle CIMS and Legistar.
- Experience preparing and presenting reports, analyses, and recommendations to the CEO, Board of Directors, and executive leadership.
