About the Department

The purpose of the class is to perform maintenance of natural gas cathodic protection systems to control or prevent atmospheric and electrolytic corrosion. Maintenance of facilities include rectifiers, insulated valves, insulated service stops, anode beds and related facilities. Maintain natural gas regulator station and gate station facilities to include metering, SCADA, YZ odorizers, and valve maintenance.  The class works within a general outline and leads others in constructing, installing, and maintaining natural gas facilities. The class is responsible for leading others, planning, supplies and materials, operating various types of general and special purpose equipment, inspecting work, minor equipment maintenance, training, and minor administrative tasks. The class works within a general outline of work to be performed; develops work methods and sequences under general supervision.

Position Duties

  • Install and maintain all instrumentation and equipment in new and renovated measurement and/or regulation facilities.
  • Maintain and operate gas facilities in compliance with applicable PHMSA part 192 and DOT 2512 codes, safety standards and operating procedures.
  • Install, inspect and maintain gas correctors for measurement.
  • Install, inspect, and maintain all SCADA and telemetry equipment.
  • Supervise staff including selecting or recommending selection, training, assigning and evaluating work, counseling.
  • Assist/Conduct PSC state inspections.
  • Perform cathodic protection field readings and short locations to ensure compliance with public service rules and guidelines. 
  • Consult with supervisor or others, plan jobs, estimate materials, equipment, personnel, and other resources needed and ensure availability to support work.
  • Lead others in operating specialized and general-purpose equipment, hand and power tools to support City construction, installation, and maintenance operations.
  • Train subordinates or less experienced personnel in maintenance and installation operations and crew leadership.
  • Inspect job site work, clean up area, and equipment and correct problems; perform minor equipment or tool maintenance; report major malfunctions to supervisor.
  • Assist with traffic control and provide information to public if required; address public complaints and resolve or refer to supervisor.
  • Perform minor administrative tasks such as completing job-related logs and forms, ordering supplies and materials, maintaining records, preparing reports, or other.
  • Attend or conduct staff or project meetings to exchange information; attend, and schedule others to attend, in-service training and technical classes and seminars.
  • Perform monthly odorant readings.
  • Perform related duties as required.

Minimum Qualifications

Requires a high school diploma or GED and formal training, special courses, or self-education equivalent to satisfactory completion of one year of college education or specialized advanced training in a construction or technical trade or a closely related field.  One year of design and installation of gas distribution systems preferred. Requires one year or more basic knowledge of corrosion controlmaintenance and repair. Requires one-year basic knowledge of regulators, gas meters, relief valves, RTU and related communication equipment, valves, gas filters, gas pipeline heaters, and odorizers to meet operational needs in compliance and regulatory requirements. 
Must have general knowledge of the theories, principles, practices and techniques of gas distribution system design; general knowledge of Gas Laws and Safety Codes; thorough knowledge of material and methods used in construction of gas systems.   Preferred one year of design and installation of gas distribution systems. Must be able to communicate effectively with co-workers, supervisors and senior management. Must be able to work outside in extreme environmental conditions such as cold, heat, rain, and wind. Familiarity with WORD, EXCEL, and PowerPoint are preferred. 
Must be available for call back for gas emergencies.  
Requires a valid State of Florida driver’s license and a satisfactory driving record as a condition of initial and continued employment.
Must obtain a Class A Commercial Driver’s License permit for the State of Florida within 6 months of employment.  
Must obtain a Class A Commercial Driver’s License for the State of Florida within one year of employment, at City’s expense if not already licensed.  Must maintain a satisfactory driving record as a condition of initial and continued employment.  
Must obtain required Operator Qualifications certifications within 120 days of employment, required NIMS certifications according to class availability and maintain certifications according to department guidelines.  
Must be able to obtain and maintain city required forklift certification and maintain throughout employment.
Special skills or equipment certification may be required.
This position requires participation in Gas Department random drug testing program. In addition, is subject to Federal Department of Transportation drug and alcohol testing regulations.

  • Perform coordinating work involving guidelines and rules and be able to solve problems constantly.
  • Read technical instructions, procedures manuals, and charts to solve practical problems; compose routine and specialized reports, forms, and business letters; speak compound sentences using normal grammar and word form.
  • Perform manual and technical tasks requiring a wide range of procedures and requiring intensive understanding of a restricted field or complete familiarity with the functions of a unit or small division of an operating agency; requires normal attention with short periods of concentration for accurate results or occasional exposure to unusual pressure.
