Title: Finance Analyst
Reports to: Executive Director of Finance
Job Goal:
The Finance Analyst performs a variety of complex professional accounting and fiscal-related functions with a primary focus on the management of federal and state grants. This position is responsible for the entire grant lifecycle, from application and budget development to expenditure monitoring, compliance, reporting, and closeout. The Finance Analyst will also create and provide accurate and timely budget reports, financial analysis, and other data to support programmatic leads and district leadership in making sound financial decisions.

- Valid AZ DPS IVP Fingerprint Clearance Card
- Minimum of High School Diploma or equivalent certificate (required)
- Bachelor’s Degree or higher in Business, Finance or Accounting (preferred)
- An equivalent combination of education and experience may be considered
- Experience in school business financial management or related fields preferred
- Experience with working in accounting system software such as, School ERP Pro, Visions, Tyler, Grants Management
- Intermediate to expert experience level in working with Microsoft Suite and Google Suite, particularly with excel and google sheets
- Excellent communication skills and demonstrated ability to work effectively with various stakeholders
- Evidence of ability to effectively use technology to perform duties
- Such alternatives to the above qualifications as the Board may find appropriate and acceptable

KNOWLEDGE, SKILLS, ABILITIES:
- Knowledge in procedures for management of school finance, district organization, operation, policies and procedures, State and Federal laws, statutes, rules, codes and regulations governing school finance activities and functions including the Uniform System of Financial Records (USFR), computer spreadsheet and database software applications and other Microsoft Office tools, general office processes and procedures.
- Knowledge of using email, managing files, recording and reporting grades electronically, and using Google applications.
- Strong analytical and problem-solving skills with a high degree of accuracy and attention to detail.
- Excellent organizational and time-management skills, with the ability to manage multiple priorities and meet deadlines.
- Strong interpersonal and communication skills, with the ability to explain complex financial information to a variety of audiences in both written and oral form.
- Ability to read and interpret written material in print or electronic format.

DUTIES AND RESPONSIBILITIES:
- Manages and monitors all federal and state grants, ensuring compliance with all applicable regulations, including the Arizona Department of Education (ADE) Grants Management Enterprise (GME) system, the Uniform System of Financial Records (USFR), and federal requirements such as the Every Student Succeeds Act (ESSA).
- Develops and maintains budgets for all grant-funded programs a, working collaboratively with programmatic leads to ensure alignment with program goals and financial resources; and prepares and processes a variety of journal entries as needed to ensure appropriate alignment to funding sources. .
- Assist with the development of a variety of budgets for school sites, departments and other programs and monitors the use of district funds ensuring budgets are not exceeded and expenditures are appropriately aligned to funding sources.
- Prepares and submits grant applications, revisions, and completion reports in a timely and accurate manner.
- Enters and approves electronic Personnel Action Requests (ePARs) and requisitions verifying allowability and proper account coding.
- Conducts reconciliations and prepares reimbursement requests as needed based on the frequency required for the reconciliation process.
- Completes all required monitoring and reporting for grants, including Educational Monitoring, Assistance, and Compliance (EMAC) tasks, Time and Effort reporting, and private school consultations.
- Develop, analyze, and present financial data and forecasts to support decision-making by district leadership.
- Assists with the development and update of District procedures, ensuring they align with district policies and Federal and State law and regulation.
- Provides training and support to school principals, administrative assistants, and other district staff on financial procedures and best practices.
- Creates and disseminates clear, concise, and useful financial reports and analysis for various stakeholders.
- Maintains financial records and documentation in preparation for the annual audit and any other program-specific audits.
- Maintains professional and technical knowledge by attending educational workshops, reviewing professional publications, establishing personal networks, and participating in professional societies to stay informed of current regulations and compliance requirements.
- Support continuous improvement by recommending process efficiencies and internal control enhancements.

- Assists the Executive Director of Finance with special projects and performs other duties as assigned.
