Project Description:
The Office of the Commissioner (OC) oversees the efficient and effective implementation of FDA's mission, supported by Super Offices and administrative units. The Office of the Executive Secretariat (OES) requires Support Services from Public Health Program Specialists to support OC's operational excellence. The FDA requires contractor support to monitor and evaluate various information sources from a public health perspective, prepare analytical materials and briefing documents for FDA leadership, and coordinate between FDA components on policy development and decisions. The contractor shall also determine requestor authority for sensitive information considering public health disclosure implications, identify privacy concerns under FOIA requirements, and prepare background materials on agency programs for stakeholder meetings and briefings.

Job Summary:
Supports the FDA by managing and tracking incoming and outgoing correspondence to ensure timely and accurate responses. Responsibilities include drafting and coordinating official communications, maintaining records in the Task Management Tool (TMT), monitoring deadlines, and conducting research to support leadership decisions. The analyst works with FDA offices to provide unified messaging, develops standard operating procedures (SOPs), and ensures all correspondence aligns with FDA policies and priorities. Strong communication, organizational skills, and attention to detail are essential for success in this role.

Responsibilities:
The contractor personnel shall perform the following tasks, measured against standards for timeliness, accuracy, completeness, and compliance with FDA policies:
 
  • Manage the complete correspondence lifecycle, from initial receipt through final response closure.
  • Ensure assignments are correct, controlled, timely, and reflect agency policies. Design and conduct studies, analyze research; provide expert professional and consulting services; and prepare presentations and recommendations.
  • Decide courses of action on correspondence from consumers, stakeholders, industry, etc., using research, analytical techniques, and judgment.
  • Develop materials covering complex subjects and advise on processes for consistent correspondence policies.
  • Review documents, summarize topics/issues, identify sensitivity levels, and assign functional responsibility.
  • Determine signature levels and communicate expectations to ensure timely completion.
  • Manage workload via the “tickler” system for tracking deadlines.
  • Identify and escalate deadline issues to the Supervisor.
  • Prepare clear, concise, comprehensive written materials.
  • Handle confidential or sensitive assignments.
  • Summarize incoming correspondence for management.
  • Enter and close assignments in tracking systems.
  • Resolve most conflicts in correspondence management.
  • Coordinate data acquisition for correspondence preparation.
  • Suggest methods and template language for critical issues.
Require Experience:
  • 5+ years of experience.
  • Strong analytical and problem-solving skills.

Preferred Experience:
  • Prior federal experience.
  • Strong interpersonal skills.
  • Ability to work independently and as part of a team.
Education & Training:
  • Bachelor's degree from an accredited college or university.
Salary Range:
  • $65,000-$88,000
  • Salary commensurate with experience.
