We are developing the future of Army Aviation with the MV-75 Future Long-Range Assault Aircraft (FLRAA), part of the US Army’s Future Vertical Lift (FVL) modernization effort. We are also developing the Bell 525 Relentless, and Bell's High-Speed Vertical Take-Off and Landing (HSVTOL) program, a next generation stop-fold tiltrotor. This position is onsite at our Fort Worth, TX headquarters.

Manager, Submission Response Team

Bell has an opening for a Manager to lead the Submission Response Team. Bring your experience and ideas and help us support this Team. This core group is focused on managing proposal responses across the Bell and Textron enterprises. Reporting to the Director of Military Sales & Strategy  Operations, this position leads the team responsible for tracking Bell Military, Commercial, and other Textron Business Unit opportunities by coordinating gate reviews, developing proposal strategies and best practices, developing recommendations for enterprise-level changes needed to support a competitive proposal process, while ensuring timely, compliant, and compelling submissions aligned with Textron Business Unit strategies and customer requirements.

What you’ll be doing as the Manager, Submission Response Team

  • Lead, mentor, train, and develop the proposal response team, fostering accountability, and continuous improvement while increasing response support that spans the entire Textron Enterprise.
  • Plan and manage the full proposal lifecycle from receipt of solicitation through final submission.
  • Conduct and oversee all color team reviews (Pink, Red, Gold, etc.), capturing critical feedback and driving integration into final products.
  • Coordinate with Capture Team Leads, Program Managers, Technical SMEs, Pricing, and Contracts to align proposals with win strategies.
  • Ensure compliance with solicitation instructions, evaluation criteria, and exacting company standards.
  • Develop and manage proposal schedules by assigning responsibilities and monitoring progress to meet deadlines.
  • Standardize tools, templates, and best practices for proposal development across the enterprise.
  • Provide clear status updates and risk assessments to senior leadership.
  • Communicate progress and proposal readiness to executive leadership, ensuring visibility and accountability.

Skills you bring to this role

  • Deep understanding of DoW/USG solicitation processes and compliance requirements.
  • Proven ability to lead structured color team reviews and drive actionable outcomes.
  • Excellent business acumen, communication, and project management skills with the ability to interface credibly with executives.
  • Exceptional organizational skills and attention to detail in a deadline-driven environment.
  • Collaborative, consultative approach with the ability to influence across levels of the organization.
  • Proficiency with Microsoft Office suite (Word, Excel, PowerPoint, Outlook, SharePoint).
  • Experience with collaboration tools and proposal management software.

What you need to be successful

  • Bachelor's degree with a major in Business Administration, Engineering,  Finance, or related field is required (advanced degree preferred).
  • At least 10 years of work experience.
  • At least 6 years of experience in business operations, business development, contracts, offset, finance, or proposal management within defense or government contracting,
  • APMP certification (Foundation or higher) is preferred.
  • Familiarity with Shipley or similar proposal methodologies is preferred.
  • Prior experience in aerospace, rotorcraft, or defense industry environments is preferred.
  • Experience leading proposal responses to major Department of War solicitations.
