POSITION SUMMARY:
This position assists the County Treasurer in performing the statutory duties of the office, under general supervision from the County Treasurer; and to provide responsive, courteous and efficient service to County residents and the general public.

ESSENTIAL FUNCTIONS:
The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. To perform this job successfully, an individual must be able to perform each duty satisfactorily. Other duties may be required and assigned.

  • Serves as receptionist by answering telephone and greeting customers; provides information or directs to appropriate personnel.
  • Prepares a checks and cash list; and assists in balancing daily county deposits.
  • Drafts necessary correspondence to taxpayers.
  • Receives, researches, receipts and balances property tax payments.
  • Establishes and maintains process for accessible use of records relating to tax payment issues.
  • Generates and balances daily and monthly reports.
  • Records tax redemption certificates.
  • Prints and mails tax bills and reminder notices.
  • Manages returned mail and researches good addresses for property owners.
  • Maintains lottery credit database; determines eligibility and enters lottery credit applications, answers various inquiries from property owners and municipalities, prepares reports and letters for municipalities, performs annual audit of database and makes adjustments in compliance with statutes, and retains records for State audits.
  • Manages unclaimed checks; collaborates with the Finance Department, prepares and mails letters to payees, requests replacement checks, maintains accurate logs. 
  • Performs procurement tasks for office, ordering all supplies. 
  • Files reports, receipts and general tax information.
  • Performs duties of First Deputy in absence.
  • Performs tax searches and provides tax information. 
  • Assists in daily balancing of cash drawer.
  • Processes NSF checks and bills and corresponds with checkwriters.
  • Trains seasonal workers in tax collection procedures and assigns other duties.
  • Other duties as assigned.

KNOWLEDGE, SKILLS AND ABILITIES  

  • Knowledge of bookkeeping procedures and ability to handle money.
  • Knowledge of standard accounting principles and practices.
  • Knowledge of and ability to interpret federal, state, and county laws, rules, and ordinances pertaining to the responsibilities of office of the County Treasurer.
  • Ability to perform detailed work accurately and independently in compliance with stringent time limits with minimal direction and supervision.
  • Ability to prioritize duties to accomplish a high volume of work product while adapting to constant changes in priority.
  • Ability to maintain accurate and legible notes.
  • Knowledge of County policies, procedures and practices.
  • Ability to establish and maintain effective working relationships with others.
  • Ability to analyze and prepare organizational and functional reports from research data.
  • Ability to type and key entry accurately at a reasonable rate of speed.
  • Technical proficiency in the use of relevant software applications, databases, or other technology tools used in the position (e.g. Microsoft Office, Outlook, SharePoint, etc.). 
  • General knowledge of current office practices and procedures and knowledge of the operation of standard office equipment.
  • Ability to work the allocated hours of the position.

  • Ability to communicate effectively in English, both verbally and in writing, with a wide range of individuals, including the public, colleagues, and supervisors. 
  • Ability to read, interpret, and apply information form complex documents such as laws, regulations, policies, procedures, and reports. 
  • Ability to prepare clear, concise, and accurate written communications, including reports, correspondence, and documentation, tailored to the audience s needs. 
  • Ability to engage with the public, handle inquires, resolve conflicts, and build positive relationships with a diverse population. 

MATHEMATICAL SKILLS

  • Ability to perform mathematical calculations. 
  • Ability to comprehend complex financial and tax records.
  • Ability to accept, count, and reconcile monies, both cash and checks.

PHYSICAL REQUIREMENTS

  • This work requires the occasional exertion of up to 10 pounds of force; work regularly requires sitting, frequently requires standing, using hands to handle, feel, and perform fine motor skills and repetitive motions, and occasionally requires walking, stooping, kneeling, crouching or crawling and reaching with hands and arms.
  • Sufficient vision to perform tasks such as reading documents, operating vehicles, or working with detailed data.
  • Vocal communication is required for expressing or exchanging ideas by means of the spoken word.
  • Ability to hear and understand speech at normal levels for tasks such as communicating to the public, colleagues, or over the phone. 
  • Work requires preparing and analyzing written or computer data and observing general surroundings and activities.
  • Work has no exposure to environmental conditions.
  • Work is generally in a moderately noisy location (e.g. business office, light traffic). 

WORK ENVIRONMENT

  • Work is primarily in an office setting.

MINIMUM QUALIFICATIONS:

EDUCATION AND EXPERIENCE REQUIREMENTS

  • High School Diploma/equivalent.
  • One-year diploma or post-secondary education preferred.
  • Minimum of two (2) years bookkeeping, banking, or accounting related experience with customer service.
  • Appointment will be conditional upon successful completion of a criminal background check.
  • Must be bondable.
Expected Pay Range: $23.40 - $26.48/hour
