About the Department
Are you someone who is ready to make a difference within their local community? If so, the City of Flagstaff is seeking a qualified Police Special Services Supervisor to join our team! As the City’s newest Police Special Services Supervisor you will actively support and uphold the City’s stated mission and values. This civilian supervisory position manages the Special Services Program within the Flagstaff Police Department, overseeing animal control, evidence, property, employees. Responsibilities include hiring, training, scheduling, evaluating, and disciplining staff while ensuring compliance with laws, policies, and departmental procedures. The role assists police command staff through research, analysis, and special projects, while also managing program-level budgeting, procurement, and audits. Additionally, the position ensures professional standards are met, maintains specialized equipment such as Intoxilyzers, and provides excellent internal and external customer service. Position Duties
EXAMPLES OF THE WORK PERFORMED (ILLUSTRATIVE ONLY):
- Provides excellent customer service to both internal and external customers
- Provides respectful, excellent customer service to all partners, users, community members, co-workers and other public safety organizations as interactions occur; upholds this principal in daily practices and conveys this standard of service to subordinates
- Supervises, monitors and directs the activities of Special Services program and ParkFlag employees during an assigned shift by assuring that proper procedures, techniques and policies are followed
- Monitors subordinates for work attendance, positive and negative work performance
- Produces related documentation in a supervisory capacity including personnel performance records, personnel evaluations, investigations, memorandum and/or reports as required
- Recommends recognition for exceptional performances and discipline for contrary or negative actions
- Meets regularly with subordinates to identify strengths and weaknesses in performance and provide counseling toward career goals
- Investigates acts of employee misconduct or poor performance; prepares documentation and recommendation for formal discipline when warranted
- Provides input and information related to department operations
- Responsible for operational integrity of complex and interrelated police officer functions, criminal investigations, evidence and property; this includes the technologies and equipment necessary to support such positions and responsibilities within the department
- Interacts with vendors, users and customers, identifies areas of need, and suggests updates/changes
- Works to ensure consistent application of professional standards as defined by the agency
- Assists with designing new procedures and maintaining procedure manuals associated with the programs they are responsible for supervising
- Monitors the overall condition of the facility and submits work orders to identify and address areas that need repair or improvement
- Works closely with the Property Coordinator to ensure department property and vehicles are identified and maintained
- Coordinates with the purchasing department on bidding and procuring property and following all procurement guidelines
- Prepares monthly reports and audits necessary for the efficient operation of the department
- Attends seminars and other educational opportunities to keep updated on modern police procedures and equipment as they pertain to this program
- Maintains the Intoxilyzer 9000 breath testing instruments used by Flagstaff Police Department, Arizona Department of Public Safety, Northern Arizona University Police Department, and Coconino County Sheriff's Office
- Maintains all the records relating to the Intoxilyzer equipment operation and repair; provides the necessary certified records to prosecuting attorneys and gives court testimony as required
- Participates in internal investigations as appropriate regarding vehicle or police property damage
- Conducts quarterly evidence audits

Minimum Qualifications
MINIMUM REQUIREMENTS:
- Bachelor’s degree in related field
- One (1) year supervisory experience, to include hiring disciplinary actions, writing evaluations and promoting a healthy work environment OR three (3) years of informal supervisory experience (to include assisting with supervision of employees, directing the work of others, leading teams, chairing a committee, or other related experience)
- Two (2) years working for a law enforcement agency or within a law enforcement setting; understanding the functions and mission of a law enforcement agency
- Must be available after hours to field calls relating to staff or equipment issues
- Or any combination of education, experience, and training equivalent to the above Minimum Requirements
OTHER REQUIREMENTS:
- Must possess, or obtain upon employment, a valid Arizona driver’s license.
- Must recognize and accept the expectation of ethical and law-abiding behavior in both professional and personal life, as an example to the public you serve.
- All Emergency Service Employees shall maintain their principal residence within the state boundaries of Arizona. All Emergency Service Employees, except those holding a position in Fire, will arrive at the assigned or emergency work location within one (1) hour from notification to report to duty.
- Regular attendance is an essential function of this job to ensure continuity.
- Must possess, or obtain upon employment, a valid Arizona driver’s license.
