The Human Resources Manager for the Division of Laboratory Animal Resources (DLAR) oversees HR activities for department personnel, including full-time, part-time, and temporary staff, faculty, and students. This role serves as a point of contact for HR matters and ensures compliance with university and union policies. The candidate will:

• Perform and oversee generalist HR duties such as onboarding, orientation coordination, benefits guidance, leaves of absence, payroll, and employee relations support.

• Support faculty recruitment, hiring, appointments, promotions, and compensation administration.

• Advise and consult with managers on personnel matters, including performance management, employee relations, and policy interpretation.

• Ensure compliance with union bargaining agreements and department and university policies, maintaining consistent application across all personnel actions.

• Serve as an administrator for timeclock software, including user setup, troubleshooting, and payroll activities.

• Identifies areas for process improvement and makes recommendations to senior management.

• Draft and update Standard Operating Procedures (SOPs) for HR processes and department policies.

• Oversee maintenance and improvement of records management systems for employee files and HR documentation.

• Manage the annual appraisal and annual raise processes and perform administrative functions such as preparing correspondence.

• Create, update, and/or assist with job descriptions for all department positions.

• Analyze HR data and prepare reports for internal and external requests, audits, and compliance reviews.

In addition to the qualifications listed, the preferred candidate will possess exceptional interpersonal and leadership abilities, including the capacity to foster a collaborative work environment and manage sensitive employee relations matters, upholding the highest standards of integrity and confidentiality in all HR dealings. Strong organizational and time-management skills are essential for handling multiple projects and deadlines efficiently. The ideal candidate will also demonstrate proficiency in various software applications, conflict resolution, and strategic thinking, enabling them to contribute effectively to departmental goals and broader organizational initiatives. Preferred candidates will have familiarity with academic processes, unionized environments, and collective bargaining agreements. May require occasional flexible hours to meet operational needs.

 

Job Summary
Oversees and directs human resources activities for department personnel, faculty, staff, post-doctoral students, graduate students, and undergraduate students/work study. Acts as consultant to managers for personnel related functions. Ensures personnel utilization is carried out in accordance with department, school, and University policies and enforces departmental systems and procedures. Performs administrative functions.

Essential Functions 
The employee must be able to:

• Communicate effectively both verbally and in writing, in English, to convey information, respond to inquiries, and collaborate on projects,

• Utilize software systems to enter, retrieve, and manage data, ensuring accuracy and confidentiality,

• Read and adhere to DLAR and University policies,

• Follow instructions, provide clear explanations, and maintain productive working relationships,

• Analyze data and perform mathematical calculations,

• Manage multiple tasks concurrently in a fast-paced environment, and

• Occasionally be physically on campus, as assigned.

Physical Effort 
Position is primarily sedentary.  Ability to work at computer station for extended periods of time is required. Fine motor skills are needed to manage paper and electronic materials.
