Your mission

Les Laboratoires Pierre Fabre recrutent un Outsourcing Manager clinique et CMC à Toulouse (Langlade, Oncopole).

L'Outsourcing Manager clinique est responsable de la gestion stratégique et opérationnelle de l'externalisation des activités cliniques et CMC. Il/Elle assure l'optimisation des relations avec les prestataires de services (CROs, CMOs, etc.) afin de garantir la qualité, l'efficacité et le respect des délais des études cliniques.

Votre rôle au sein d’une entreprise pionnière en pleine expansion :

Développement et mise en œuvre de la stratégie d'externalisation:

• Participer à l'élaboration de la stratégie d'externalisation clinique et CMC en accord avec les objectifs de l'entreprise.
• Identifier et évaluer les prestataires de services potentiels (CROs, CDMO, etc.).
• Coordonner l’établissement du cahier des charges avec l’ensemble des experts métiers
• Evaluer les propositions des prestataires en coordination avec les achats et experts métiers
• Négocier les propositions des prestataires (concordance avec le cahier des charges, volumes horaires, coûts unitaires, spécifications…)
• Négocier et rédiger les contrats de services (contrats cadre, contrats d’application, amendements, etc.).

Suivi des études cliniques et CMC externalisées:

• Collaborer avec les équipes internes (Clinical Operations, Data Management, Biostatistics, experts CMC, etc.) pour assurer le bon déroulement des études cliniques.
• Gestion des contrats (dont respect des termes contractuels) et de leurs amendements et des relations avec les prestataires
• Assurer le suivi des performances des prestataires (KPIs).
• Gérer les litiges et les problèmes rencontrés avec les prestataires.
• Organiser et animer des réunions de gouvernance régulières avec les prestataires.
• Identifier et gérer les risques liés à l'externalisation.
• amélioration continue du processus d’externalisation : Identifier les opportunités d'optimisation des coûts et des délais, mettre en place des indicateurs de performance et suivre les résultats et partager les bonnes pratiques et les leçons apprises.

Ce poste est compatible avec du télétravail jusqu’à 2 jours par semaine après la période d’essai.

Pierre Fabre Laboratories is hiring a Clinical Outsourcing Manager and CMC

The Clinical Outsourcing Manager is responsible for the strategic and operational management of the outsourcing of clinical activities and CMC. He/she ensures the optimisation of relationships with service providers (CROs, CMOs, etc.) in order to guarantee the quality, efficiency and timeliness of clinical studies.

Responsibilities:

Development and implementation of the outsourcing strategy:

• Participate in the development of the clinical outsourcing and CMC strategy in line with the company's objectives.
• Identify and evaluate potential service providers (CROs, CDMOs, etc.).
• Coordinate the establishment of specifications with all business experts
• Evaluate service provider proposals in coordination with purchasing and business experts
• Negotiate service provider proposals (compliance with specifications, hourly rates, unit costs, specifications, etc.)
• Negotiate and draft service contracts (framework contracts, application contracts, amendments, etc.).

Monitoring outsourced clinical studies and CMC:

• Collaborate with internal teams (Clinical Operations, Data Management, Biostatistics, CMC experts, etc.) to ensure the smooth running of clinical studies.
• Manage contracts (including compliance with contractual terms) and amendments thereto, as well as relations with service providers.
• Monitor service provider performance (KPIs).
• Manage disputes and issues with service providers.
• Organise and lead regular governance meetings with service providers.
• Identify and manage risks related to outsourcing. 
• Continuous improvement of the outsourcing process: Identify opportunities to optimise costs and deadlines, Establish performance indicators and monitor results, share best practices and lessons learned.
• Share best practices and lessons learned.

Vos compétences au service de projets novateurs :

• Diplôme supérieur (Bac +5) en sciences de la vie, pharmacie, ou domaine connexe.
• Expérience significative (minimum 5 ans) dans l'externalisation des activités cliniques et très bonne connaissance des activités CMC (DS, DP...), idéalement au sein d'une entreprise pharmaceutique ou d'une CRO.
• Connaissance approfondie des réglementations en vigueur.
• Excellentes compétences en négociation, communication et gestion de projet.
• Maîtrise de l'anglais (oral et écrit) indispensable.
• Capacité à travailler en équipe et à gérer un portefeuille de projets complexes.
• Rigueur, autonomie et sens de l'organisation.

Qualifications:

• Master degree (Bac +5) in life sciences, pharmacy, or a related field.
• Significant experience (minimum 5 years) in outsourcing clinical activities and a very good knowledge of CMC activities (DS, DP...), ideally within a pharmaceutical company or CRO.
• In-depth knowledge of current regulations.
• Excellent negotiation, communication, and project management skills.
• Fluency in English (spoken and written) is essential.
• Ability to work in a team and manage a portfolio of complex projects.
• Rigorous, autonomous, and organised.
