We serve eight member communities consisting of Berens River First Nation, Brokenhead Ojibway Nation, Bloodvein First Nation, Black River First Nation, Hollow Water First Nation, Little Grand Rapids First Nation, Pauingassi First Nation and Poplar River First Nation.

As part of our continued growth, we are seeking a Commercial Tobacco Reduction (CTR) Supervisor to join our team. 

Reporting to the Health Promotion Manager, the CTR Supervisor is a position within Southeast Resource Development Council Corp.’s Southern Manitoba First Nations Commercial Tobacco Reduction Strategy (SMFNCTRS) Program. The CTR Supervisor is responsible for leading the team and overseeing the development, implementation and evaluation of all SMFNCTRS program services The SMFNCTRS works to reduce commercial tobacco use while promoting the use of traditional tobacco through events, campaigns and by delivering tobacco-related presentations and providing educational resources.

The SMFNCTRS is a regional program and has a multi-tribal council partnership with Dakota Ojibway Tribal Council, West Region Treaty 2 & 4 Health Services, Interlake Reserves Tribal Council and eight Independent First Nations, servicing a total of thirty-six First Nation communities.

SERDC Health is accredited by the Canadian Accreditation Council to provide exceptional 2nd level services to eight or more First Nations communities in Manitoba. We are community driven and seeking motivated individuals who are willing to learn and make a difference in First Nations health.

1. Program Management & Planning
  • Oversee all aspects of programming, including development, implementation, and evaluation to reduce the high prevalence of commercial tobacco in Southern Manitoba First Nations.
  • Develop and maintain the annual work plan and program budget, review on a quarterly basis.
  • Maintain program statistics for evaluation and research purposes.
  • Complete monthly and/or annual financial and activity reports as required; prepare reports for funders and liaise with referring sources when necessary.
  • Lead the research, development, and design of educational materials and presentations using current research and statistical data.
  • Work collaboratively with SERDC Health Services staff to ensure excellence in programming and delivery.


  • 2. Leadership & Supervision
  • Oversee supervision of CTR Facilitators, assist with annual performance evaluations, and provide coaching and guidance as needed.
  • Oversee ongoing professional development of CTR staff and ensure tobacco-related and administrative skill training are taken as required.


  • 3. Community Engagement & Education
  • Promote and raise awareness of traditional tobacco use.
  • Facilitate tobacco-related presentations to community members, school-aged children, and youth.
  • Attend community events (health fairs, pow wows, treaty days, etc.) with a program booth display to provide educational resources and information.
  • Facilitate tobacco-related trainings, including cessation and electronic cigarette education for frontline health workers and school staff.


  • 4. Communications & Partnerships
  • Lead the program’s communications strategy, including dissemination of program updates and tobacco-related education through the program website and Facebook page.
  • Liaise with local, community-based, and regional programs, agencies, and organizations which includes but is not limited to Health Centers, Nursing Stations, Schools, Band Administration, First Nations and Inuit Health Branch, Regional Health Authorities, and Manitoba Lung Association etc. and attend meetings as required.
  • Act as Chair for the Tobacco Circle Committee by facilitating quarterly meetings with southern Manitoba First Nation, Tribal Council, and Regional Health Agency Members and gathering input.


  • 5. Data Collection & Research
  • Collect data through facilitation of student and community-level commercial tobacco use surveys at program and community/school-based events.
  • Keep current on new initiatives and research related to tobacco and ensure appropriate audiences (all ages, community members, staff, etc.) are informed.
  • Perform other related duties as assigned. 


  • Education
  • Bachelor's Degree in related field of study. An equivalent combination of education and experience may be considered. 


  • Knowledge, Skills and Experience
  • 2 years’ experience in Program Management
  • 2 years’ experience in facilitating and presenting to large groups
  • 2-4 years of supervisory experience
  • Experience in event planning an asset
  • Understanding and respecting the diverse cultural and/or religious beliefs of each First Nation community.
  • Demonstrate professionalism in all working environments, including social media, and always maintain confidentiality.
  • Capable of maintaining professional relations and managerial skills
  • Capable of working independently and as part of a team.
  • Proficiency in Microsoft Office software programs.
  • Excellent communication (verbal/written) and conflict resolution skills.
  • Valid Emergency First Aid/CPR certification.
  • Position is subject to a Criminal Record Check, including Vulnerable Sector Search and Adult Abuse Registry Check.
  • Knowledge of the various types of commercial tobacco and their overall effects.
  • Knowledge of the differences between commercial and traditional tobacco.
  • Knowledge, experience and skills related to gardening an asset
  • Ability to speak Ojibway, Cree, or Dakota is an asset 


  • Working Conditions
  • Must have access to a reliable insured vehicle and valid Manitoba Driver’s License.
  • Generally, work in an office environment – fast paced and busy at times.
  • Work a standard work week of 40hrs.
  • Additional hours beyond the standard regular hours of work may be required.
