Pinto Valley is an open-pit copper mine located at the west end of the historic Globe-Miami mining district of central Arizona, approximately 80 miles east of Phoenix. Pinto Valley has been in operation since 1972 and has produced more than four billion pounds of copper. Acquired by Capstone from BHP in 2013, the mine is fully permitted through 2039 and a study is underway to potentially extend the mine life through 2050.

POSITION RESPONSIBILITIES
The Health, Safety & Environment (HSE) Manager is responsible for leading the health, safety and environmental strategy, teams, and systems for the Pinto Valley mine. This position will oversee the development and delivery of health, safety and environmental standards to reduce or eliminate loss and accidents, audit and monitor compliance and adhere to overall company guidelines and local regulations. This role reports to the General Manager and is a member of the site senior management team.
- Demonstrate commitment to safety and Capstone’s Values in Action.
- Safety Leadership: Champion Pinto Valley’s safety culture and systems, ensuring compliance with MSHA and site policies. Guide leadership in embedding health and safety into daily operations.
- Risk & Emergency Management: Direct loss control strategies, maintain the Emergency Response Plan, and oversee investigations, reporting, and incident cost management.
- Environmental Compliance: Ensure adherence to environmental regulations, permits, and licenses. Oversee permitting studies and support mine plan changes and expansions.
- Regulatory Engagement: Represent Pinto Valley with MSHA and environmental regulators, ensuring compliance and effective reporting.
- Health & Security Oversight: Partner with Health Superintendent to manage site health services and supervise security operations.
- Performance & Planning: Track HSE KPIs, manage budgets, and provide insights to support decisions and continuous improvement.
- Team Leadership: Lead, coach, and develop HSE staff to strengthen capability and culture.
- Take on additional tasks and responsibilities as assigned, demonstrating flexibility and initiative.
POSITION REQUIREMENTS
Required
- 10+ years of related work experience in health, safety and environmental.
- Experience managing a team.
- Ability to work independently and as a member of the senior management team.
- Strong verbal, written and analytical skills, the ability to influence others, and the ability to interact effectively with all levels of employees and management.
- Able to speak, comprehend, read, and write English.
Preferred
- BA or BSc in related area
- Previous mining experience
- Thorough understanding of MSHA and other safety-related regulations.
- Thorough understanding of federal, state, and local environmental laws and regulations, as they relate to mining operations.
- Previous experience in reclamation.
- Understanding specific knowledge of ‘multiple use’ land management concepts as they relate to mining, forestry, agriculture, and recreation.
- Basic knowledge of all phases of mining and milling operations.
- A working knowledge of the provisions of all environmental permits and regulations.
All candidates will be required to complete a pre-employment medical exam, drug and alcohol test, and background check. All positions require a pre-placement physical examination to ensure candidates are 'fit for duty’. Additional training and/or testing may be required.
