As demographic shifts, labour shortages, and displacement accelerate across the world, well-managed regular migration pathways are essential for economic growth, social cohesion, and migrant protection. These pathways help meet workforce needs while reducing vulnerabilities and irregular migration risks.
IOM has made Facilitating Pathways for Regular Migration one of its three key strategic priorities, building on its long-standing role in supporting migrant and refugee movements. Objective 3 of IOM’s Strategic Plan aims to “Facilitate Pathways for Regular Migration”, ensuring that migratio channels are sustainable and responsive to emerging trends. Establishing, expanding, and enhancing regular pathways is critical to man-aging migration effectively while maximizing its economic and social potential. Under Strategic Objective 2, IOM is also collaborating with governments and partners to identify sustainable solutions to displacement (including international displacement), with complementary labour pathways playing an important role in achieving this goal.
The project MOVE, to be implemented by IOM Portugal, IOM Cabo Verde, IOM Angola and key private and public sector partners aims to reinforce labour mobility pathways that the Government of Portugal is proposing to the Governments of Angola and Cabo Verde, for skilled labour needs in Portugal to be fulfilled in the hospitality, industry, agriculture and construction sectors while strengthening the knowledge, capacities and resources of migrants, as well as private and public actors in the two countries of origin. In the initial phase, the project will focus on the hospitality, industry, agriculture and construction sectors, based on the needs of employers and the availability of relevant workforce in the countries of origin to be determined on the first phase of the project.
The project will strengthen Portugal's bilateral cooperation with Cabo Verde and Angola in regular labour mobility pathways, based on historical and institutional ties, through an approach that contributes to the development of human capital, transfer of skills, increased remittances and their productive use in line with regional and international commitments including those within the scope of the CPLP.
Under the overall supervision of the Head of Office (HoO) in Portugal, the direct supervision of the Senior Project Associate and in collaboration with the project team, the Project Associate, will be responsible and accountable for assisting the implementation of the activities that are part of IOM’s services within the Project “MOVE – Migration, Opportunities and Value of Employment in Portugal”.
Responsibilities
1. Assist in the implementation and monitoring of project activities.
2. Retrieve, compile, summarize, and present information/data on specific project topics.
3. Monitor budget; verify availability of funds; obtain necessary approval and update budget related information.
4. Support administrative coordination for project implementation, involving liaison with diverse organizational units or external parties to initiate requests, obtain necessary clearances, process, and follow-up on administrative actions, etc.
5. Draft status reports, correspondence, briefing notes, graphics, statistical tables, presentations, and other forms of documentation.
6. Draft status reports, correspondence, briefing notes, graphics, statistical tables, presentations, social media content and other forms of documentation, identifying shortfalls in delivery and bringing them to the attention of the supervisor.
7. Organize meetings, workshops and training sessions.
8. Respond to general information requests and inquiries; set up and maintain files/records.
9. Perform other related duties as assigned.
Qualifications
- School diploma with four years of relevant experience; or,
- Bachelor’s degree in Political or Social Sciences, Economics, International Relations, Development Studies, Migration Studies, Human Rights, Law or related fields from an
accredited academic institution with two years of relevant professional experience.
Accredited Universities are those listed in the UNESCO World Higher Education Database.
- Experience in liaising with the private sector, governmental authorities, national/international institutions, United Nations agencies and non-governmental organizations across different geographies;
- Experience working with the private sector, EU Funds, migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups;
- Experience in preparing/delivering culturally relevant materials for migrants, capacity building and/or training sessions for different audiences;
- Experience working with international humanitarian organizations, non-government or government institutions/organizations in a multi-cultural setting;
- Experience with setting up labour mobility schemes and/or participating in the design and launch of communication campaigns is an advantage
- In depth knowledge of the broad range of migration related subject areas dealt with by the Organization, specifically in the field of regular pathways;
- Ability to manage the logistic and administrative aspects of complex projects;
- Ability to manage and treat large quantities of information from different sources;
- Ability to manage complex datasets, tight deadlines and competing priorities;
- Ability to work in a multi cultural and multi stakeholder environment;
- Ability to apply basic design and visual communication skills;
- Demonstrated proficiency with Microsoft Office applications, including Word, Excel, and PowerPoint is required.
REQUIRED
- For this position, fluency in Portuguese and English is required (oral and written).
DESIRABLE
- Knowledge of other languages, namely fluency in French and/or Spanish, is an advantage.
