Culver City is a Charter City incorporated in 1917, and is a destination filled with outdoor cafes, unique shops and galleries opening onto pedestrian-friendly boulevards. Culver City has a dedicated staff of approximately 800+employees with an over all operating budget of over 368 million. The City provides a full range of municipal services including its own Fire, Police, Community Development, Public Works, Parks, Recreation, Community Services, and Transportation system. 
THE DEPARTMENT

THE HOUSING AND HUMAN SERVICES DEPARTMENT provides the community with variety of services, such as rent control and tenant protections, landlord tenant mediation, enforcement services, Section 8 rental assistance, a family self-sufficiency program, homeless services, and housing services.

The Housing Assistant position is  responsible  for  providing  assistance,  including  research,  analysis  and  report  writing  in  support of a variety of programs/projects operated by the Division. The following tasks are essential for this position.  Incumbents in this classification may not perform all of these tasks or may perform similar related tasks not listed here. 
  • Interviews applicants for different programs.  May initially screen applicants for eligibility according to program guidelines. 
  • Negotiates  and  prepares  lease  agreements  and  contracts  for  payment  to  owners. 
  • Prepares, processes, and executes loan documents. 
  • Maintains accurate applicant records, files, and waiting lists.  Keeps files in an up-to-date  status  which describes  problems  encountered  and  how  they  were  resolved.
  • Maintains  current  and  thorough  working  knowledge  of  program  guidelines,  including principles of affordable housing. 
  • Reviews bids, cost estimates and title reports. 
  • May prepare reports, meeting agendas, and take minutes at Board meetings.
  • Works  with  contract  agencies.    Schedules  work  and  reviews  work  done  by  outside contractors.  Prepares request for proposals. 
  • Determines and carries out policy, including day-to-day administrative decisions involved  in  case  management  (i.e.,  termination  of  assistance,  rent  abatement)  and initiating and/or modifying housing programs. 
  • Monitors daily program activities. 
  • May  write  program  brochures,  newsletters,  flyers,  and  press  releases  for  the  division. 
  • Performs rent calculations for rental assistance programs and counsels tenants and property owners regarding rent, security deposit and lease provisions. 
  • Monitors inspections of rental assistance units for compliance with Housing Quality Standards.  Performs inspections as needed. 
  • Executes  payments  for  rental  assistant  programs, and  contractors.  Maintains payment records and program logs. 
  • Writes  agenda  items  for  City  Council   and  attend  meetings (for various housing programs). 
  • Monitors affordable housing covenants and agreements. 
  • Prepares Check Requests for various housing programs.

Minimum Requirements:

Any combination equivalent to training and experience that could likely provide the required knowledge, skills and abilities would be qualifying. A typical way to obtain the knowledge, skills and abilities would be: 

Two years of responsible work experience in housing or local community development programs. A Bachelor’s degree is desirable. 

Minimum Qualifications

Applicants must receive a passing score on all examination components for placement on the eligible list.


  • Written Test (weighted at 50%): Written Exercise to measure job knowledge and writing skills. (Tentatively scheduled for the week of TBD).
  • Oral Appraisal Interview (weighted at 50%): Evaluates training, experience and personal qualifications. (Tentatively scheduled for the week of TBD).


Selection Process: The selection process will include the following to determine suitability for the position:
Selection Interview with the Housing Department, Background and Reference check, including Live Scan fingerprinting, Medical Examination; candidates must pass a pre-placement medical examination, which will include a drug screen. A positive pre-placement drug test, refusal or failure to test may result in rejection of the candidate.
