This position will be filled as either Signs and Markings Specialist I or Signs and Markings Specialist II, depending on the qualifications of the selected candidate.

The Signs and Markings Specialist is responsible for the installation of pavement markings, the fabrication of traffic signs, and the installation and maintenance of non-electrical traffic control devices. 

  • Signs and Markings Specialist I: entry level position responsible for performing routine work, assigned to a specific section of the division, and may be cross-trained to work in one or more areas as required. 
  • Signs and Markings Specialist II: skilled, journey level position responsible for performing more complex work, and may be cross-trained to work in one or more areas as required.

Position Duties


  • Fabricates, maintains, installs and repairs traffic signs, parks and facilities signs, sign components and sign posts. 
  • Installs, maintains and removes roadway paint striping, painted curb markings, pavement marker buttons and guideposts. 
  • Receives, investigates and resolves reports of damaged or missing signs.
  • Interprets and implements instructions from drawings, work orders and applicable standards manuals. 
  • Assists with the enforcement of City ordinances and policies pertaining to traffic control.
  • Operates a variety of heavy equipment with a high degree of proficiency, including but not limited to back hoe, dump truck, front end loader, and snow removal equipment. 
  • Performs difficult manual labor and technical troubleshooting under adverse physical and environmental conditions for extended periods of time. 
  • Plans and organizes field work as assigned; reports safety hazards, traffic problems, equipment problems and emergency situations.
  • Provides construction support for infrastructure as assigned.
  • Coordinates and communicates with other crews and utilities, vendors, contractors, and suppliers.
  • Performs emergency snow and ice control operations.
  • Maintains signs inventory spreadsheet and other records; maintains inventory of supplies and signs.
  • Maintains timely and regular attendance.
  • Other duties as assigned.

Minimum Qualifications

  • Graduation from high school or GED equivalent; 
  • Signs and Markings Specialist I: one year of related public works experience; 
  • Signs and Markings Specialist II: three years of related public works experience;
  • OR a combination of experience, education and training that would provide the level of knowledge and ability required.

Knowledge of:
  • Methods, materials and techniques commonly used in the installation and maintenance of non-electrical traffic control devices.
  • Applicable standards including the Manual on Uniform Traffic Control Devices, WSDOT Sign Fabrication Manual and International Municipal Signal Association Signs and Markings Manual.
  • Applicable federal, state and local laws, ordinances, regulations and guidelines relevant to assigned duties.
  • Occupational hazards of and safety precautions for field work.
  • Methods for troubleshooting and repair of relevant equipment.
  • General mathematics.
Ability to:
  • Utilize maps.
  • Compile, prepare and maintain a variety of records, files and reports.
  • Perform heavy manual labor.
  • Respond to emergency calls during work hours, and during non-work to include nights, weekends and holidays.
  • Meet schedules and timelines.
  • Support and model the identified vision, values and behaviors of the organization.
  • Establish and maintain effective working relationships.
  • Use initiative and independent judgment within established procedural guidelines.
  • Operate a personal computer utilizing a variety of standard and specialist software.
  • Communicate effectively both orally and in writing.

License and Certification Requirements
For both Signs and Markings Specialist I and II:
  • Successful completion of a pre-employment background check is required.
  • Commercial Driver's License (CDL) holders must pass a pre-employment drug/alcohol test and subsequent random drug and alcohol tests.
  • First Aid/CPR certification is required within twelve months of hire.
  • Washington State Traffic Control Flagger’s certification is required within twelve months of hire.
  • Certified Erosion and Sediment Control Lead (CECSL) certificate is required within twelve months of hire.
Additional requirements for Signs and Markings Specialist I:
  • Class A Washington State CDL is required within twelve months of hire. 
  • IMSA Signs and Pavement Markings Technician I certification is required within twelve months of hire.
Additional requirements for Utilities Technician II:
  • Class A Washington State CDL is required at hire.
  • IMSA Signs and Pavement Markings Technician II certification is required within twelve months of hire.

Additional Salary/Benefit Details
Signs and Markings Specialist I: the salary range is $34.00 -$42.65 per hour. The hiring range is $34.00-$38.08 per hour. Step increases are attained annually based on satisfactory performance.  
Signs and Markings Specialist II: the salary range is $41.14-$51.60 per hour. The hiring range is $41.14-$46.08 per hour. Step increases are attained annually based on satisfactory performance.  

Working Conditions
This position is not eligible for a hybrid (in-office and telecommuting) work schedule. The regular work schedule is generally Monday through Friday, 6:30 am to 4 pm, with a day off every other week (9/80 schedule). The employee must be able to work on-call for emergency response outside of the normal work schedule on an assigned, rotating basis. Work is performed indoors and outdoors and may be performed alone or as a member of a team. Work may require frequent contact with other City departments and the general public. Work may be performed under scheduled routine conditions or unscheduled emergency conditions for extended periods of time. Work may be performed under adverse conditions, at night and/or during inclement weather. The employee may be exposed to safety hazards and may be required to use dangerous tools and equipment and affiliated personal protective equipment.

Physical Requirements
The employee in this job classification must have the overall stamina and ability to perform strenuous physical activity, including the ability to climb, bend and work in tight or confined areas. The employee must be able stand or walk for long periods of time, traverse rough terrain and work in or over water. The employee may be required to lift and carry up to 50 pounds, climb ladders and work at heights up to 50 feet, and enter manholes and work at depths up to 20 feet. The employee must be able to hear alarms and have the ability to audibly identify the presence of a danger or hazard. Accurate vision including good color and depth perception are essential. Good hand eye coordination is required. Corrective lenses may be utilized. The employee must be able to use a computer keyboard which requires repetitive motion tasks.
