About the Department
This position is responsible for providing daily financial support and assistance related to accounting, budgeting and financial reporting for the assigned departments of Veterans Services, Health and Human Services (HHS), and Lakeland Healthcare Center (LHCC). Assigned departments may be revised based upon workload. This position assists senior accountants in completing daily entry of general ledger transactions to support county department financial functions. Strong organizational, communication and troubleshooting skills are required.

Position Duties
This job description reflects management's assignment of essential functions; it does not prescribe or restrict the tasks that may be assigned.
Supports the financial needs of management and staff in assigned departments.
Assists with analysis of HHS provider audits for financial requirements.
Assists in the preparation and monitoring of the assigned department’s annual operating and capital improvement budgets, under the direction of the finance manager and in cooperation with the departments’ Senior Accountants and the director of the departments.
Prepares budget and financial analyses, financial forecasts, expense allocations and analyses of fiscal trends as assigned.
Timely prepares assigned monthly, quarterly and annual fiscal reports/claims for HHS and LHCC federal and state funding.
Understands and assists with periodic operational and financial reviews of department’s financial-related software packages, including Netsmart and PointClickCare (PCC) software systems, and ensures system accuracy.
Prepares assigned areas of documentation for the annual financial and single audits.
Assists in the compilation of data required for LHCC Medicaid/Medicare annual reports or other state or federal reports.
Completes accounting related portions of the LHCC monthly billing process and records necessary GL transactions. Completes monthly reconciliation of PCC system to county financial software.
Prepares journal entries and budget amendments as required for specified departments and countywide accounts.
Reconciles and documents assigned balance sheet and income statement accounts for assigned departments and prepares correcting journal entries as necessary.
Reviews payroll reports after each payroll for Time and Attendance allocations as utilized for grant reporting in comparison to budgetary expectations.
Tracks budgetary considerations regarding position changes in assigned departments.
Prepares financial aspects for assigned department grant applications, assists in accounting for grant expenditures and revenues, and documents claims for reimbursement as assigned.
Ensures grant fiscal reporting requirements are met as identified within grant documents.
Provides backup to senior accountants or accountants as assigned.
Special projects as assigned.
Participates in assigned department management meetings as directed by the director of the assigned departments.
Maintains good working relationships with county, state and other entities in financial and related areas of responsibility.
Directs and assists county departments in proper accounting procedures and develops financial analytical tools for their use.
Utilizes the existing documentation on tasks and job duties related to various accounting and budgeting functions, and provides necessary updates as needed.
Stays abreast of new accounting principles and standards, county policy, legal developments, and state statutes.
Demonstrates a commitment to county safety and risk management efforts.
Minimum Qualifications

Bachelor’s degree in accounting, finance or related field, or formal preparation equivalent to a four-year program with zero to six months experience. Proven ability to apply mathematical and accounting concepts to practical situations.
Certificates, Licenses and Registrations
Valid driver’s license with proof of minimum auto liability insurance coverage required. Must be able to provide a reliable personal vehicle to be used for travel between county locations (use is infrequent).
