Job Title:  Regional Principal

 

Wage/Hour Status:  Exempt

 

Pay Group:  A85 Salary Plan

 

Primary Purpose: Direct and manage regional campus operations.  Provide guidance and oversight of instructional programs ensuring high standards of instruction and student achievement, compliance with district policies, application of instructional programs, and effective operation of all campus activities within an assigned region.  

 

Qualifications

 

 

Education/Certification/Experience:

 

 

Master's degree from a college or university accredited by an organization recognized by the Council for Higher Education Accreditation (CHEA) or by the United States Department of Education (USDE).

 

State Board for Educator Certification (SBEC) Administrator Certificate or hold comparable certification from another state.  Out-of-state certification holders must be able to achieve SBEC Administrator Certificate within three years of employment date in order to remain in the position.

 

Three years administrator experience in the field of education or education within the correctional environment at a level of principal or above.

 

One year of the above required three years of experience may be substituted for public school administration to include at risk or alternative populations.

 

This position requires personal technology that will enable the completion of job duties and responsibilities when working remotely.

 

This is an opportunity that includes both on-site and remote work and requires extensive travel.

 

Must office in the region of assignment.

Major Responsibilities and Duties:

 

1. Establish and maintain effective communication and working relationships with Windham School District (WSD) administrators, Texas Department of Criminal Justice (TDCJ) and other state agency staff and stakeholders.  Work with TDCJ staff in the respective region to address issues of concern and resolve conflict.  Represent the district at business meetings, hearings, trials and conferences.

 

2. Manage regional staffing, including recruitment, supervision, scheduling, goal setting, performance development, evaluation and disciplinary actions.  Serve as a resource to campus principals in areas of staff development, technical assistance, personnel issues, budget, planning activities, and student achievement.

 

3. Provide leadership that defines and maintains a focus on district goals.  Coordinate the development of the regional improvement plan and assist principals in the development of campus improvement plans.

 

4. Monitor and assist in the implementation of district policies and procedures, including but not limited to those governing the recording of contact hours, attendance and enrollment targets, and tool control processes.

 

5. Develop and administer the regional office budget and assist principals and the business office in the development of campus budgets.

 

6. Ensure that student needs are being appropriately addressed.  Coordinate with campus principals to ensure that appropriate programs are being offered, students are enrolled based on need, classroom management procedures are utilized in accordance with WSD/TDCJ policy, and student progress is monitored and addressed.

 

7. Demonstrate effectiveness in assisting assigned education programs to meet or exceed district student performance targets and accountability measures.

 

8. Ensure supervised employees time and absences are accurate and up to date in the district’s time keeping system.

 

9. Confer and collaborate with central office administrators to identify and promote region and institution needs relating to education programs.

 

10. Provide technical assistance to wardens, assistant wardens, TDCJ Regional Directors and institutional program staff in the operation of education programs.

 

11. Align education program compliance with statues, district rules, policies, procedures, contract requirements or other formal agreement or condition.

 

12. Prepare reports, on-site visit findings and recommendations to WSD Administration.

 

13. Assist WSD education and institutional administrators with the development and implementation of new programs and procedures and in assessing the need for expanded or new programs.

 

14. Recommend budgetary and staffing changes to the Director of Instruction based on the needs of the region.

 

15. Develop, compile, review and analyze regional program data  and other reports or information to recommend program quality improvements, effectiveness, efficiencies and cost- saving measures to the statewide program leadership team.

 

16. Provide research services related to best practices to improve regional program capabilities and operational procedures.

 

17. Prepare written reports and recommendations outlining proposed solutions to problems or proposed adoption of new programs or procedures.

 

18. Monitor, report and analyze regional program staffing and utilization reports to ensure appropriate programming levels.

 

19. Represent the district in meetings, work groups, workshops, and conferences.

 

20. Network and establish partnerships with community partners and initiate or participate in re-entry conversations; and assist with recruitment efforts by attending job fairs and career events and developing relationships with colleges and universities in the assigned region.

21. Maintain confidentiality in handling sensitive information received in the performance of the job duties.

 

22. Perform duties in a professional manner through daily, punctual attendance at location of work assignment.

 

23. Follow WSD policies and procedures in completing assigned job duties.

 

24. Execute duties in a professional, ethical and responsible manner as defined in 19 TAC Chapter 247, Code of Ethics and Standard Practices for Texas Educators.

 

 

Supervisor Responsibilities: Provide supervision to regional office personnel and principals of assigned campuses.

Environmental Demands:

 

Work inside and outside, noise, radiant/electrical energy, work alone, work with others, around machines with moving parts and objects, possible exposure to microwaves in use, exposure to hot and cold temperatures, exposure to dust and cleaning chemicals.
