Duties
Conducts and leads analytical studies and special projects by gathering, organizing, and interpreting policy, program, and/or operational issues related to contractor management administration functions.,Evaluates proposed, modified, or new legislation and regulations on national health delivery, quality, or payment programs, and develops health care policies and legislation to draft policy documents, regulations, procedures and guidance to states.,Monitors, evaluates, and provides technical oversight in the day-to-day administration of related Agency programs.,Oversees and monitor contractor performance, provide technical oversight, and mitigate and resolve performance issues of contractors that support or participate in complex CMS health care delivery, quality, or payment programs,Analyzes performance against contract requirements and document performance with special emphasis on significant trends and items of interest in the management of contractor actions.

In order to qualify for the GS-13, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-12 grade level in the Federal government, obtained in either the private or public sector, to include: Developing, evaluating, and implementing policies related to administering, reviewing, and evaluating contracted stakeholders that participate in agency health care delivery and quality or payment programs; Planning, identifying and designing contract requirements during the planning and awarding phase of acquisitions, including developing acquisition packages to support model design and implementation; AND Analyzing performance against contract requirements and document performance with emphasis on significant trends, providing feedback to contractors and informing process improvement over the life of the contract. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
