Annual Salary Ranges

  • Transportation Specialist I  (B19): $48,244- $76,028
  • Transportation Specialist II (B20): $51,158- $81,351

This position is for one Transportation Specialist I or II. The Texas Department of Transportation reserves the sole right in determining the level of position based on the applicant's work experience, education, skill level and all other appropriate factors, and based on business needs.

Provides technical expertise and coordination for transportation programs involving multiple design and building construction projects, construction of transportation systems, traffic operations, maintenance of highways and facilities, or bridge inspection and appraisal in accordance with Department standards. Assists with project planning and the development of policies and procedures for area of responsibility. Work requires contact with governmental officials, consultants, contractors and private entities. Employees at this level perform work independently on assignments; however, all unusual issues are referred to the supervisor.

Essential Duties:

Transportation Specialist I:

  • Coordinates with Area office and maintenance section on Bridge Follow-up Action (FUAs) Items. Serves as the Point of contact for Area Office.
  • Reviews commercial driveway permits and follows permit through construction. Reviews deliverables and coordinates with other Subject Matter Experts.
  • Reviews utility permits and verifies of any conflicts within construction work zones. 
  • Manages construction projects and is responsible for responding to Request for Information (RFI), develop Change Orders and also oversees 
  • Construction, Engineering and Inspection (CEI) firms.
  • Coordinates engineering field staff activities and provides technical assistance in resolving construction problem
  • Coordinates with roadway design on schematics and reviews in-house and consultant traffic control plans or traffic projects.
  • Monitors budgets.
  • Inspects construction methods, workmanship and maintenance procedures to ensure contractors build, install, maintain and repair traffic control/data collection related equipment or facilities in accordance with plans, specifications and contract requirements.
  • Inspects current projects for proper use of personnel, equipment and materials, traffic control and quality of work completed.
  • Inspects roadways and evaluates road conditions.
  • Monitors audits of monthly and final estimates change orders, supplemental agreements, and extra work orders; reviews monthly and final estimates prior to submittal.
  • Monitors contracting, construction record-keeping and construction records auditing activities for multiple construction projects.
  • Performs field reviews of construction projects to assist area engineers and project engineers in resolution of construction problems.
  • Prepares bridge inspection follow-up worksheet for maintenance and gives instruction for recommended actions; monitors follow-up actions taken by maintenance.
  • Reviews construction records, inspection reports and records audits to ensure contractors build roadways, bridges and related structures in accordance with plans and specifications.
  • Performs other job responsibilities as assigned.

Transportation Specialist II:

In addition to the duties listed above:

  • Coordinates and performs interim inspections to identify deficiencies.
  • Coordinates engineering field staff activities and provides technical assistance in resolving construction problems.
  • Ensures compliance with specifications for devices; safety laws, rules, and regulations; and the Texas Manual on Uniform Traffic Control Devices.
  • Monitors material testing requirements and results for compliance with specifications.
  • Researches and analyzes incoming correspondence, reports and other written material.
  • Researches and evaluates data, interprets and analyzes results, prepares reports and recommends solutions to problems.

Minimum Qualifications:

Education: Bachelor's Degree in a related discipline. Relevant experience may be substituted for education on a year per year basis. Substitutions for Minimum Qualifications

Experience

Transportation Engineer Specialist I:  2 years transportation design, construction, traffic operations, maintenance, bridge inspection experience. (Experience can be satisfied by full time or prorated part time equivalent). 

Transportation Engineer Specialist II: 4 years transportation design, construction, traffic operations, maintenance, bridge inspection experience.(Experience can be satisfied by full time or prorated part time equivalent). 

Licenses and Certifications: Valid driver’s license. This position requires driving a state vehicle.

Physical Requirements and Working Conditions:
