Under general direction the Emergency Response and Safety Manager (ERSM) plans, develops, implements, and coordinates a comprehensive emergency and safety management program. This position is responsible for identifying, assessing, and mitigating risks that may impact the safety, security and continuity of court operations. The ERSM leads emergency preparedness efforts, continuity planning and crisis response, ensuring resilience and compliance with applicable laws, regulations, policies and procedures. The position also designs and delivers emergency preparedness training, supports policy and procedure development, ensures adherence to safety standards and performs other duties as assigned.
The Emergency Response and Safety Manager is responsible for overseeing court-wide emergency preparedness, crisis response, continuity of operations, workplace safety and security. This includes leading efforts for emergency planning, response coordination, education and training and safety program implementation. The incumbent coordinates the evaluation, develops and implements policies, programs and initiatives to support emergency response and continuity objectives, in compliance with applicable local, state and federal laws, regulations and standards.
Position Duties
- When assigned as a supervisor, manages employee performance; plan, organizes, directs and evaluates the work of assigned staff to ensure compliance with Court policies and procedures; establishes performance goals, regularly monitors performance and provides coaching for performance improvement and development; prepares performance evaluations and provides feedback to improve performance, takes or recommends disciplinary action, up to and including termination, to address performance deficiencies in accordance with Court human resources policies and labor contract agreements. Assists with recruitment and selection of subordinate employees.
- Develops, implements and manages comprehensive emergency management, safety, security, and continuity programs for the Court (COOP), in alignment with Court policies, and state and federal regulations. These programs are designed to ensure operational continuity and minimize risks to life and property during emergencies. The incumbent also promotes a court-wide culture of emergency preparedness and resilience.
- Performs technical research of safety concerns and provides verbal and written analysis and recommendations to executive management and judicial leadership.
- Conducts safety and security assessments, inspections, and investigations to identify areas for improvement. Develops well-considered recommendations in collaboration with their supervisor and applicable management staff. Implements approved improvements, evaluates their effectiveness, and documents updated procedures.
- Serves as a liaison and professional advisor for projects, initiatives, bids and contracts to ensure requirements and adherence to emergency, safety and security standards, laws, and regulations.
- Develops and manages requests for proposals for professional and/or contracted services; prepares scope of work and any technical specifications; evaluates proposals and recommends award; administers contracts to ensure compliance with Court specifications and service quality.
- Builds and maintains strong, professional relationships with emergency management agencies, law enforcement, fire departments, elected officials, vendors, training providers, county, state, judicial council, courts, judicial officers and all levels of staff to ensure effective communication, coordination, and collaboration in all aspects of emergency preparedness and response.
- Oversees, by ensuring effective maintenance, modernization and alignment with courts operational and safety objectives, the Court’s Security Programs and related contracts, including but not limited to, facility access control systems, duress/panic alarms, security camera and video footage, security screening and emergency notification systems.
- Collaborates with the Sheriff’s Department or other law enforcement agencies to develop security plans for events, high profile hearings, community or activist demonstrations that threaten the safety, security and continuity of operations.
- Stays current on emerging technologies, trends and best practices in emergency response and safety management by reviewing local, state and federal publications, participates in training and conferences and applies this knowledge to enhance the court’s emergency and safety programs.
- Proactively scans for grant opportunities and alternative funding sources to support improvements to the Court’s emergency systems, equipment, and supplies. Monitors the availability and inventory of supplies and equipment used for emergency preparedness and response.
- Designs and/or collaborates in the development of comprehensive training curriculum, procedures, and instructional materials on a wide range of emergency preparedness and workplace safety topics. Delivers engaging, effective training sessions to ensure staff are well-prepared to respond to emergencies, comply with safety protocols.
- Instills trust and confidence in the emergency response and safety programs of the Court.
- Provides on-boarding emergency response and safety program overview to all new judicial officers, judicial leadership and executive management and staff. Supports ancillary overviews as requested.
- Acts as a liaison with Sheriff’s Command Team on matters of judicial protection and security services.
- Manage the Workplace Violence Prevention Plan and Injury Illness Protection Plan (IIPP),
- Performs other duties as assigned.
Minimum Qualifications
Experience:
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:
Education & Experience:
- Graduation from an accredited four (4) year college or university with a major in business or public administration, emergency management, or closely related field is preferred; or a combined total of seven (7) years of relevant experience may be accepted in place of a degree, with a preference for candidates who have held roles with progressively increasing responsibilities.
- Three (3) years of highly responsible experience in risk management, emergency preparedness, disaster or emergency services. Experience in a public agency is preferred.
Desirable Experience & Certifications
- Possession of emergency management certification through FEMA, or similar professional organization.
- Experience in teaching and/or managing FEMA Community Emergency Response Team (CERT) trainings.
- Project management experience and emergency preparedness programs.
Licenses and Certifications:
- Possession of a valid California Driver’s License, a satisfactory driving record, and a properly registered and insured vehicle, to be maintained throughout employment.
QUALIFICATIONS
Knowledge of:
- Principles and practices of emergency management, disaster recovery and continuity of operations planning, including federal, state, and local emergency preparedness laws and guidelines.
- Demonstrated expertise in Emergency Preparedness and Planning for high-level, complex professional environments, preferably within court settings or similar environments.
- Occupational safety and risk management identification, risk assessment methodologies and mitigation strategies.
- Functional oversight and management of physical security infrastructure, including systems and platforms.
- Incident command system (ICS) emergency activation protocols, evacuation procedures and coordination of emergencies during a crisis. Disaster response planning and coordination for high-risk events.
- Develop and implement operational policies, emergency procedures and compliance frameworks.
- Public sector procurement and contract management principles.
- Knowledge of principles for budget development and management.
- Training and instructional design, knowledge of adult learning and effective delivers methods and post training evaluations.
- Research, analytical skills and ability to prepare clear, actionable recommendations to leadership in writing and/or verbal presentation.
- Familiarity with grant sourcing, proposal development and reporting processes.
- Knowledge of inventory management for emergency supplies and services.
- Strong written and verbal communication skills, including report writing, policy drafting and public presentation.
- Use office software and applications (e.g. Microsoft Office Suite) to create or modify memos, letters, reports, tables, spreadsheets, charts, graphics, power point presentations, etc.
- Emergency and crisis management, response, coordination and effective communication across multiple facilities, law enforcement, governmental agencies, internal groups and the public.
- Principles of record keeping and incident reporting.
Ability to:
- Conduct thorough risk assessments and identify potential vulnerabilities in court operations, facilities and procedures.
- Lead and coordinate emergency response and recovery efforts during crises, ensuring timely, effective, and collaborative action.
- Communicate clearly and professionally with court staff, judicial officers, external agencies, and public during emergencies or high-risk situations.
- Strategies for establishing, engaging, and maintaining collaborative relationships with collaborating agencies, staff, and judges.
- Develop, deliver, and evaluate training and education programs on emergency preparedness, workplace safety, and risk management.
- Analyze data, policies, and safety trends to inform decision-making and support continuous improvement in emergency programs.
- Plan, implement, and manage comprehensive, Court-wide emergency preparedness, safety, and continuity programs.
- Prioritize and manage multiple projects, initiatives, and deadlines with attention to detail and organizational goals.
- Interpret, apply, and ensure compliance with federal, state, and local emergency preparedness and safety laws, regulations and court policies.
- Prepare clear, concise, and accurate reports, emergency plans, procedures, correspondence, and other written materials or presentations, while demonstrating political savvy to navigate and address the complexities of public sector environments. Additionally, adapt communication and presentations to effectively engage various audiences.
- Demonstrate effective leadership by organizing, planning, and facilitating cross department meetings to accomplish emergency preparedness programs, plans and initiatives.
- Interact with upset or distressed staff, as well as other internal or external persons, and must be able to effectively interpret and enforce departmental policies and procedures while maintaining professionalism and using de-escalation techniques to defuse conflict.

PHYSICAL DEMANDS
This position requires regular sitting, standing, walking, and effective verbal and written communication. Employees may use hands and fingers to operate equipment, tools or controls; and reach with arms. Lifting and carrying up to 25 pounds without assistance may be required.
Vision requirements include close, distance, peripheral, and color vision; depth perception; and the ability to adjust focus.
The role may involve high-stress, unpredictable environments such as emergency scenes, natural disasters, hazardous material incidents, or other public safety situations. Exposure to extreme weather, noise, and dangerous conditions is possible. Use of personal protective equipment (PPE) may be required.
This position requires availability for shift work, including evenings, weekends, and holidays. The ability to work collaboratively in a team and respond rapidly to emergencies is essential.
ENVIRONMENTAL CONDITIONS
Employees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances.
WORKING CONDITIONSMay be required to drive to various Court sites within the San Bernardino County geographic area.
